Recently, Shandong, Xinjiang, Inner Mongolia and other places have successively issued 2026-2027 cement peak production notices. This round of false peaks changed the simple kiln shutdown model of the past, played a combo punch of controlling production capacity, strong monitoring, and strict punishment, clearly “anti-internal circulation”, set a red line for production, and achieved diversified supervision of the entire process. Policy binding was significantly upgraded. At the same time, the logical differentiation between north and south is further highlighted: the North relies on rigid environmental protection control during the heating season, and the kiln shutdown cycle is longer and execution is stronger; the south mainly regulates supply and demand with industry self-regulation, clinker circulation is active across regions, and there is greater resistance to collaborative production reduction, and regional price differences and market differentiation may expand. Interviewees pointed out that supply contraction is expected to bring about a phased profit repair window, but it is difficult to form a trend reversal in the industry. The undertones of sluggish demand-side real estate and limited infrastructure support have not changed. Furthermore, it is difficult to resolve the deep contradictions in the industry by using false peak methods. Risks such as excess stock production capacity, debt pressure on small and medium-sized players, rising costs due to carbon control, and insufficient implementation rate of price increases still exist. The real breakthrough of the industry still depends on a recovery in demand, market-based clearance of low-end production capacity, and a continuous increase in industrial concentration.
