The Zhitong Finance App learned that Professor Sun Dong, the Secretary for Innovation, Technology and Industry of Hong Kong, attended the 2026 World Internet Conference Wuzhen Summit “Smart Mutual Trust and Interoperability Global Cooperation and Innovation - Jointly Building an Intelligent Internet Forum” and the “Cross-Strait, Hong Kong and Macao Internet Development Forum” at the 2026 World Internet Conference Wuzhen Summit held in Wuzhen, Zhejiang on November 4. Sun Dong mentioned that the SAR government is comprehensively promoting the “AI+” development strategy, empowering all walks of life with AI and promoting the development of the digital economy and smart society. The HKSAR Government has established the “AI+ and Industry Development Strategy Committee” to promote the deep integration of AI with various industries in an integrated manner.
He mentioned that construction of the Shaling Data Park in the northern metropolitan area has begun. It is expected to provide 180,000 trillion floating point computation power after 2030, which will provide important support for the development of AI and digital industries. The HKSAR Government will also inject an additional HK$1 billion into the Artificial Intelligence Funding Scheme to support the development of cutting-edge research and intelligent computing industries.
Speaking at the “Global Cooperation and Innovation of Smart Devices Mutual Trust and Interoperability - Jointly Building an Intelligent Internet Forum”, Professor Sun Dong said that the SAR government is actively connecting with national development strategies and promoting artificial intelligence (AI) and intelligent (AI Agent) innovation and development. He pointed out that the SAR government promotes related development in three areas: promoting the widespread application of AI and AI agents, improving the governance framework, and promoting international exchanges and cooperation. Next year, it will jointly issue AI agent safety management guidelines for the whole society with the Hong Kong Artificial Intelligence Research and Development Institute to further improve the governance framework for AI development and application to ensure the development of good, safe and controllable technology. The HKSAR Government will also respond positively to the country's “Global Artificial Intelligence Governance Initiative” and host a large-scale international artificial intelligence conference in Hong Kong to promote open source openness, cooperation and sharing.
Professor Sun Dong attended the “Cross-Strait, Hong Kong and Macau Internet Development Forum” in the afternoon and delivered an opening speech. He said that Hong Kong is using technological innovation to cultivate new quality productivity and promote AI as a core industry for future development. To this end, the SAR government is constructing a new pattern of “three major innovation and technology parks and five major R&D institutions” to further improve the layout of the innovation and technology development system and the public research system, and inject new momentum into the economic development.
