CCTV News:
The “Outline” of the “15th Five-Year Plan” proposes to focus on building emerging pillar industries. May I ask, in what areas will the “15th Five-Year Plan” period be focused on to accelerate the cultivation of the industry into a “pillar”?
Ren Zhongbao:
Thanks for the question. Pillar industries are the basic part of the national economy, and they are also important positions for developing new quality productivity. During the “15th Five-Year Plan” period, we will focus on cultivating six major emerging pillar industries, including integrated circuits, aerospace, and biomedicine. This is of great significance in speeding up the development of new kinetic energy and promoting the smooth and continuous transformation of old and new kinetic energy. Currently, based on a comprehensive and large-scale industrial system, emerging pillar industries are developing well. Overall, it can be summed up in 3 words. The first is “good foundation.” China's emerging pillar industries are already quite large. Last year, the output value was close to 6 trillion yuan, and each industry has basically formed a relatively complete industrial chain supply chain. Second, “momentum is strong.” R&D investment in various industries is growing rapidly, new technologies and products are constantly emerging, and the scale of the industry is increasing. In the first three quarters of this year, integrated circuit production reached 442.8 billion blocks, an increase of 23.3% over the previous year; innovative pharmaceuticals authorized foreign technology of about 130 billion US dollars, which is close to the level of the full year of last year. The third is “broad prospects.” At present and in the coming period, a new round of scientific and technological revolution and industrial transformation will develop further, new tracks and new scenarios will continue to expand, and there will be more and more room for growth in emerging pillar industries. By the end of the 15th Five-Year Plan, the output value of emerging pillar industries is expected to double to reach more than 10 trillion yuan, becoming an important force supporting high-quality economic development.
During the “15th Five-Year Plan” period, we will give full play to the decisive role of the market in resource allocation in accordance with the requirements of application guidance, adaptation to local conditions, deepening reforms, and expanding opening-up, give full play to the role of the government, and effectively carry out the work related to cultivating emerging pillar industries.
The first is to focus on innovation capacity building. Aiming at basic research and original innovation, it focuses on laying out platforms such as major national science and technology infrastructure, organizing and implementing national science and technology plans, and improving the quality of science and technology supply. Facing the development of common industrial technologies, improve the layout of national science and technology innovation platforms, and build and upgrade a number of national emerging industry innovation centers and national industrial technology engineering centers according to the implementation needs of national tasks. Facing enterprise technological innovation, we will continue to strengthen the dominant position of enterprises in scientific and technological innovation, support enterprises to take the lead in implementing national science and technology projects and lead the construction of innovation platforms, especially supporting enterprises to strengthen basic research.
The second is to focus on key core technology research. We will give full play to the advantages of the new national system, plan and organize the implementation of a number of industrial innovation projects in accordance with the idea of “industry questions, scientific and technological answers”, adopt unconventional measures, and promote decisive breakthroughs in key core technology research in key areas throughout the chain. At the same time, we will strengthen the promotion and application of independent innovative products and technologies, implement the first (set), first batch, and first edition application policies, and form a virtuous cycle of promoting research and iterative upgrading.
The third is to focus on developing application scenarios. Technology becomes a product, product becomes an industry, and the industry becomes large-scale, and major application scenarios need to be driven and promoted. We will focus on the implementation and application of new technologies, new products and models, and create comprehensive major scenarios, integrated scenarios in the industry, and high-value small-incision scenarios in different categories to form a closed loop from technological innovation and industrial innovation to large-scale market application. In response, together with relevant departments, we have launched the first batch of 136 iconic major application scenario projects to support various business entities in verifying the viability of technology and business models, spawning supply chain support, and forming industry standards through project-based inventory.
Fourth, focus on building an industrial ecosystem. In terms of capital raising, make good use of various funding channels, increase fiscal and financial policy support, and guide social capital to support the development of emerging pillar industries. In terms of standard construction, the integrated deployment of software and hardware, the collaborative layout of technology and standards will be strengthened, cross-field standards will be strengthened, and the formation of a relatively complete technical standard system will be accelerated. In terms of talent training, optimize the subject and professional settings in colleges and universities, build a national platform for integrated innovation between industry and education, and cultivate top innovative talents and highly skilled talents.
Furthermore, we will make good use of planning, projects, policies and other tools to guide all regions to adhere to a national game of chess, choose the direction of development scientifically and rationally based on local reality, and develop emerging pillar industries according to local conditions and misplaced. It should be emphasized that integrated development and safety, and firmly adhering to the safety bottom line are very important for the sustainable and healthy development of emerging pillar industries. On the premise of ensuring safety, we should promote the healthy and orderly development of relevant industries and gradually unleash their potential for development.

The “Outline” of the “15th Five-Year Plan” clearly lays out arrangements for deepening the expansion of “artificial intelligence +” and raising the level of digital intelligence development. What are the considerations for deepening the expansion of “artificial intelligence +” during the “15th Five-Year Plan” period?
Wang Ruomeng:
In recent years, China has led the world in the pace of development and scale of application of artificial intelligence, and has achieved positive results in shaping new momentum for economic development, improving people's livelihood and welfare, and raising the level of government governance. Overall, there are three major developments.
First, artificial intelligence is moving from laboratories to factories, fields, and offices. In the industrial field, more than 10,000 advanced smart factories have been built. AI products are widely used in quality inspection, production line operation monitoring, component fault diagnosis, etc., to improve production quality and production efficiency. In the agricultural sector, large models can identify diseases and pests, provide relevant plant protection plans, significantly reduce the amount of pesticides and fertilizers used, make field management more accurate, and change the old method where agriculture relies on experience. In the service industry, it is widely used in finance, logistics, and foreign trade. Intelligent entities can independently complete tasks such as contract review, customs declaration, and nuclear damage settlement, spawning the emergence of new business formats and models such as “employees+intelligence”. Currently, artificial intelligence has moved from individual pilots to multi-stage collaboration in R&D, production, and distribution, showing great potential in improving efficiency, reducing risk, and saving costs.
Second, artificial intelligence is moving from a distant concept to nearby classrooms and clinics, and public services are fairer and more inclusive. In terms of education, through dialogue with big models, everyone can learn the latest knowledge through continuous questioning, drastically lowering the threshold of “learning art from teachers.” In terms of medical treatment, more than 8,000 primary medical institutions in China have connected to cloud-based AI imaging services, and ordinary people can also enjoy diagnostic services at the level of tertiary hospitals in health service centers and township hospitals; the accuracy and testing efficiency of AI imaging screening for pulmonary nodules, cervical cancer, etc. have improved markedly, and more diseases can be detected at an early stage and treated in a timely manner. In terms of employment, artificial intelligence has spawned a number of new jobs, such as model trainers and data labelers; traditional jobs have also been upgraded with AI. Farmers' friends can transform into drone pilots, and production line workers can transfer jobs to smart equipment operation and maintenance.
Third, artificial intelligence moves services from passive processing to active discovery, and social governance is even more temperate. In terms of cityscape management, unmanned urban patrol vehicles automatically identify more than 40 types of cityscape problems, such as random parking and garbage overflow, and achieve a closed loop of immediate dispatch, tracking and write-off. In terms of urban traffic guidance, in peak blockage areas such as central urban areas, traffic requirements are accurately distinguished through AI, and optimal control and signal matching solutions are intelligently generated to achieve convenient and efficient travel. In terms of access to government services, the big model breaks through data barriers between government departments and accurately identifies people in need of subsistence insurance, special hardship, special care, and temporary assistance. The public can enjoy relevant subsidies without submitting materials or confirmation.
During the “15th Five-Year Plan” period, China will continue to make full use of its advantages such as a complete industrial system, rich application scenarios, and strong engineering capabilities, and focus on leading technological innovation through implementation, collaborating at the point, line, and surface, and deepening the “Artificial Intelligence +” initiative. Click and organize “artificial intelligence +” application research on scenario units, giving priority to “dangerous, dirty, tiring, frequent, and difficult” scenarios such as mining, high-altitude operations, and emergency disaster relief, solving industry pain points through artificial intelligence, and establishing more application models and benchmarks. Using the industry as an outlet, online continues to promote the construction of pilot bases for artificial intelligence applications in manufacturing, energy, transportation, medical care, etc., to coordinate the supply of resources such as computing power, models, data, etc. in response to common industry application issues, speed up standard setting and application promotion, and lower the threshold for implementation in the artificial intelligence industry. The focus is on the system, improving the “artificial intelligence +” policy system, refining implementation plans for key industries, formulating application scenario classification guidelines, and providing stronger institutional support for the deepening and expansion of “artificial intelligence +”.
Xinhua News Agency:
We are concerned that the recently released “China Marine Economic Development Report 2026” shows that in 2025, China's gross marine product will exceed 11 trillion yuan, accounting for 7.9% of the gross domestic product, and the marine economy has become an important growth pole for the national economy. In the “15th Five-Year Plan” period, efforts will be made mainly in what areas to promote new breakthroughs in marine economic development?
Ma Weichen:
Thank you for your question. During the “14th Five-Year Plan” period, under the strong leadership of the Party Central Committee and the State Council, China achieved historic achievements in building a maritime power. The gross marine product continuously reached the three levels of 9 trillion yuan, 10 trillion yuan, and 11 trillion yuan. Various industries such as ships, marine engineering equipment, and marine transportation ranked first in the world. They built a number of heavy equipment from major powers, such as the world's largest ocean drilling vessel “Dream”, and completed manned deep diving in the Arctic ice area for the first time. This series of “first,” “biggest,” “first,” etc., vividly demonstrates China's steady pace and fruitful results in promoting the construction of a maritime power.
The “15th Five-Year Plan” period is a critical period for China to move from a maritime power to a maritime power. We will continue to make efforts in the three areas of new technology, new industries, and new space to solidly promote the high-quality development of the marine economy and embark on a path of strength to the sea with Chinese characteristics.
The first is to seek breakthroughs in new technology and accelerate the promotion of self-reliance and self-improvement at a high level of marine science and technology. In terms of technical research, we will organize and carry out major technical research in the marine field, build more heavy equipment for major countries, focus on filling up shortcomings in high-end instruments, key materials, basic software, etc., and firmly grasp the initiative for marine science and technology development. In terms of basic support, we will promote the development of educational science and technology talents in an integrated manner, promote the construction of innovative platforms such as national laboratories, national key laboratories, and industrial technology engineering centers in the marine field, support sea-related colleges and universities to raise the level of development of superior marine disciplines and emerging disciplines, and cultivate a group of interdisciplinary, complex, and practical engineering talents.
The second is to cultivate momentum in new industries and make the marine industry stronger, better and larger. On the one hand, we will continue to consolidate the basic market of marine superior industries, consolidate and enhance the advantages of the marine equipment manufacturing industry, enhance the overall competitiveness of marine transportation, and promote the high-quality development of marine fishery. For example, we will strengthen the construction of key coastal ports and key coastal transportation channels, and rely on key ports and multimodal transport networks to guide the clustering development of industries such as green petrochemicals, advanced equipment manufacturing, and modern port and shipping logistics in Lingang. On the other hand, accelerate the expansion of new opportunities for the marine economy, vigorously cultivate new industries and formats such as marine biomedicine, new marine materials, and marine electronic information, promote the large-scale development of marine energy in an orderly manner, expand the application of artificial intelligence in the marine field, and transform more innovative achievements into new products, new services and new growth points. By 2030, China's gross marine product is expected to exceed 13 trillion yuan.
The third is to expand potential in new space and plan the protection, development and utilization of the nearshore, ocean, polar, and deep sea in an integrated manner. Adhere to land and sea coordination, mountain and sea linkage, promote marine economic development demonstration zones and the construction of modern marine cities according to local conditions, support the strengthening of marine economic cooperation between inland regions and coastal regions, and enhance joint efforts for collaborative development. Move more resolutely towards the ocean, carry out polar research in an orderly manner, promote the implementation of deep-sea projects, improve the deep-sea polar support and guarantee system, participate deeply in global ocean governance, and contribute Chinese wisdom and China's solutions. Thank you all.
Development and Reform Newspaper:
The “Data Elements ×” three-year action plan is coming to an end, and the “Outline” of the “15th Five-Year Plan” digital China section also makes systematic arrangements to release the value of data elements. What important measures will the National Data Administration take during the “15th Five-Year Plan” period to further stimulate the potential and unleash the value of data elements?
Luan Jie:
Thanks for the question! Activating the potential of data elements is one of the most prominent phased characteristics of further advancing the construction of a digital China during the “15th Five-Year Plan” period. Since the implementation of the “Data Element ×” three-year action plan, we have insisted on scenario guidance to accelerate the results of data empowering economic and social innovation and development. The “Data Elements ×” competition attracted more than 70,000 teams and 360,000 participants, covering 17 key industries and uncovering 632 outstanding projects. The two batch scenario guidelines covered 760 segmented scenarios in 11 industry sectors, and published 417 typical cases. In the “15th Five-Year Plan” period, in order to make better use of the empowering role of data elements, we will focus on five areas of work.
The first is to improve the basic system for data elements. We will continue to improve basic data systems such as data property rights, circulation and utilization, revenue distribution, and security governance, focusing on refinement and implementation. For example, in response to the problem of confirming data rights, we have launched a national data property rights registration service system. The next step is to promote data property rights registration documents to play a credible proof role in data transactions, asset listing, and judicial decisions, and continuously increase the “gold content” of data property rights registration. Another example is that in response to data compliance problems, we will accelerate research and formulation of guidelines on data compliance circulation and anonymization. In particular, we will explore new governance mechanisms for data security issues involving the use of artificial intelligence, which will not only enhance data security protection capabilities, but also leave room for compliance innovation for new technologies and products.
The second is to build an open, shared and secure nationally integrated data market. We will speed up the formulation of top-level documents for the national integrated data market, improve data circulation transaction rules and standards, cultivate specialized data circulation service agencies, and encourage market-based data pricing and revenue distribution methods, so that all parties involved in data supply, processing, development and utilization can obtain reasonable benefits. Work with relevant departments to plan and implement a new round of “data element ×” three-year action, study and formulate data circulation and utilization guidelines for key industries, break through blockages in the whole chain, and establish a closed loop of data element value release.
The third is to deepen the development and utilization of data resources. We will study and issue policy documents related to the responsibility system for the development and utilization of public data resources, and explore the establishment of a revenue distribution mechanism for authorized operation of public data. Deeply implement actions to improve the data efficiency of state-owned enterprises, in particular, give full play to the important role of the National Data Group in the development and utilization of data resources, and cultivate a number of innovative and active data enterprises. Strengthen the construction of high-quality data sets, continue to promote the six special actions of strong expansion, labeling, improving quality and efficiency, application empowerment, management services, and value release, deepening the pilot work of data labeling, building a network of industry labeling experts, and establishing a special mechanism for cross-regional collaboration to better empower the development of artificial intelligence.
Fourth, promote data technology, standards, and talent development in an integrated manner. Relying on various methods such as national key research and development plans to speed up research on key technologies and equipment such as data supply, circulation, utilization, and security. Improve the data standard system, build and strengthen the National Digital Economy Teaching Steering Committee, establish the National Data Vocational Education Teaching Steering Committee, and implement a cluster training plan for highly skilled talents in the data field.
The fifth is to coordinate and deepen international cooperation in the digital economy. Actively participate in the formulation of data governance rules under the United Nations Global Digital Compact and promote the establishment of a fair and inclusive global data governance system. Support the first batch of pilot regions for international cooperation in the data field to test first, build service infrastructure for cross-border data flow, promote efficient, convenient and safe cross-border data flow, and benefit the people of all countries.
Thank you!
Securities Times:
The “Outline” proposes “forward-looking layout of future industries” and makes arrangements. Most future industries are in the early stages of nurturing or industrialization, and there is a high degree of uncertainty. May I ask, how can the “future industry” policy formulation be made more pertinent?
Ren Zhongbao:
Thanks for the question. In recent years, the Party Central Committee and the State Council have attached great importance to future industrial development, strengthened strategic planning, strengthened policy support, and promoted future industrial development to show good momentum. Overall competitiveness has ranked first in the world, and more and more fields have achieved “parallel running” or even “leading the way”. However, it should also be noted that there are also some problems in future industrial development, which are highlighted by the fact that the original ability to innovate is still relatively weak, the institutional mechanism still has sticking points and blockages, and in some places there are signs of “following the trend” and “piling up” in layout and construction. To this end, we must adhere to goal orientation and problem orientation, coordinate planning, adapt to local conditions, and cultivate gradients, and effectively carry out work related to future industrial development.
The first is to firmly focus on the field layout. Unlike previous scientific and technological revolutions, the new round of scientific and technological revolution and industrial transformation is characterized by multiple breakthroughs, group breakthroughs, and cross-integration, and has nurtured many future industrial development directions. Only when the direction is clear can we have a straight path and a strong path. Due to resource limitations such as human assets, etc., it is impossible for us to develop future industries comprehensively and evenly. The Party Central Committee and the State Council comprehensively investigated factors such as future technological development trends, China's technological and industrial development foundation, and future economic and social development needs, and clearly proposed that the “15th Five-Year Plan” period focus on developing future industries such as quantum technology, biomantry, hydrogen energy and nuclear fusion energy, brain-computer interfaces, physical intelligence, and sixth-generation mobile communications. We should strengthen overall planning in accordance with the requirements of a national game of chess, and support the development of each region's segments that have a foundation and comparative advantage according to local conditions.
Second, it highlights the original orientation in scientific and technological innovation. The extent of technological breakthroughs largely determines the speed, breadth, and depth of future industrial development. The future industry stems from breakthroughs in cutting-edge technology, and needs to rely more on basic research to promote original innovation. Basic research is the source of the entire scientific system and the general authority for all technical issues. We will increase investment in basic research, support pioneering and innovation in free exploratory basic research, accelerate the formation of a diversified investment pattern, and achieve more original and disruptive scientific and technological innovation.
The third is to strengthen business entities in terms of resource allocation. Enterprises have the natural attributes of connecting technology, markets, and industries. They are the basic unit of industrial development and the main force of innovation and creativity. The rise of many future industries will be driven by enterprise breakthroughs step by step. We will strengthen inclusive policy supply, encourage enterprises to take the lead in national science and technology tasks, support capable private enterprises to take the lead in undertaking major national technical research tasks, promote the gathering of various innovative elements to enterprises through policy guidance, institutional innovation, and industrial ecology optimization, vigorously cultivate leading science and technology enterprises, and cultivate a large number of technology-based small and medium-sized enterprises, specialized and innovative enterprises, individual champion enterprises, and unicorn enterprises.
Fourth, the policy environment focuses on risk sharing. In the future, the industry has a long cultivation cycle and high market risk. The government needs to improve risk sharing mechanisms while increasing investment. We will give full play to the exemplary role of the National Venture Capital Guidance Fund, make future industrial seed stage, early to mid-term enterprises the investment focus, use patient capital to accompany enterprises and industries to “run for a long time”, and drive social capital to invest early, small, long-term, and hard in technology. At the same time, we will cooperate with relevant parties to increase policy support such as financing guarantees and risk compensation, and develop exclusive products such as technology insurance to better guarantee future industrial development.
Yangguang Voice of China:
Over the years, we have all felt that, from the growing abundance of high-quality seafood in restaurants and supermarkets to traveling on large domestic cruise ships, the marine industry not only has broad space for development, but is also becoming more and more closely linked to our lives. During the “15th Five-Year Plan” period, how will China improve policies and measures to support the development of the marine industry and cultivate new momentum for marine economic development?
Ma Weichen:
Thank you for your question. As you mentioned earlier, we are also deeply touched at work and in life. In recent years, all sectors of society have become more and more aware of caring about the ocean, exploring the ocean, and protecting, developing and using the ocean. After years of development, China has built the most comprehensive marine industry system in the world. It has all 15 major marine industries. There are plenty of examples and data on improving people's sense of attainment and happiness through marine industry development. For example, in 2025, China's production of marine aquatic products reached 38.74 million tons, ranking first in the world for 37 consecutive years. More and more high-quality seafood is on people's tables. Another example is that in 2025, the value added of China's marine tourism industry will reach 1.6 trillion yuan, making it the second largest cruise market in the world. In the next five years, we will continue to carry out various tasks to promote the development of the marine industry, so that the development results of the marine economy can better benefit thousands of households. We will focus on the following three aspects.
The first is to strengthen policy guidance and promote the deep integration of marine scientific and technological innovation with marine industry innovation. Promote the development of the marine industry towards the deep-sea layout, actively develop deep-sea aquaculture and modern pelagic fishery, develop deep-sea wind power in a standardized and orderly manner, and promote the construction of offshore wind power bases, transmission projects, and landing and grid projects in an integrated manner. By 2030, the total installed capacity of offshore wind power connected to the grid in China is expected to reach more than 100 million kilowatts. Furthermore, we will promote key tasks such as deep-sea mineral development, natural gas hydrate mining, and ultra-deep-water oil and gas development in an orderly manner, and carry out major projects such as “Jiaolong Exploration” Phase III and “Xuelong Exploration” Phase III to drive technological breakthroughs, equipment upgrades, and transformation of achievements with major tasks and engineering requirements, and stimulate the momentum and vitality of the marine industry development.
The second is to strengthen factor guarantees and increase support for the development of the marine industry. Coordinate and make good use of all types of government investment funds, support the construction of a number of major projects that lay the foundation and benefit the long term, and scientifically and rationally guarantee the needs of the project for sea use, land use, and island use. Promote the market-based allocation of marine resource assets, actively promote the hierarchical and three-dimensional use of marine areas, and promote the protection and development of marine islands through classification. For example, we will improve the island development and protection management system, comprehensively consider the functional positioning and comparative advantages of islands, scientifically classify different types and clarify differentiated requirements, and promote the high level of protection and high-quality development of islands in an integrated manner. We will also accelerate the development of blue finance, dynamically update the marine industry investment and financing catalogue, encourage social capital to participate in the development of the marine economy, and accelerate the formation of a diversified investment pattern.
The third is to strengthen work coordination and comprehensive coordination to form joint efforts to promote high-quality development of the marine economy. In conjunction with the implementation of coordinated regional development strategies and major regional strategies, major bays are promoted to strengthen cooperation in the fields of transportation, innovation, ecology, openness, etc., promote the optimization and integration of coastal port clusters in an orderly manner, and deepen the integrated development of port industries and cities. For example, we will promote port integration, industrial collaboration, and ecological co-governance in the Bohai Sea, promote the strengthening of river-sea linkages and resource sharing between the Yangtze River estuary and Hangzhou Bay, support the joint development of the Guangdong-Hong Kong-Macao Greater Bay Area and Beibu Gulf, and drive the three major maritime economic circles in the north, east, and south to continuously raise their level of development. In the next step, the National Development and Reform Commission will earnestly carry out the duties of the Office of the Central Regional Coordinated Development Leading Group, strengthen coordination of important tasks, promotion of major projects, and coordination of key issues in the marine sector, promote effective coordination and coordination of sea-related planning policies, and promote a new leap forward in the marine economy in terms of quantity and quality. Thank you.
Surge News:
While artificial intelligence brings huge development opportunities, it also brings new risks and challenges such as algorithm security and ethical standards. How will China coordinate development and safety during the “15th Five-Year Plan” period to ensure the healthy and orderly development of artificial intelligence?
Wang Ruomeng:
At present, the whole society has a broad consensus on the coexistence of artificial intelligence opportunities and risks. General Secretary Xi Jinping emphasized the need to ensure that artificial intelligence is safe, reliable, and controllable. During the “15th Five-Year Plan” period, China will always place equal emphasis on overall development and safety, integrating safety into all aspects of artificial intelligence research, development, application, and management, and focusing on four areas of work.
The first is to improve the governance rules system and clarify compliance boundaries. On the one hand, we will systematically summarize China's experience and practices in artificial intelligence governance, accelerate the promotion of basic comprehensive legislation on artificial intelligence, and establish the four pillars of an artificial intelligence law and regulation system. On the other hand, accelerate the improvement of legislation that guarantees common elements such as data, computing power, and algorithms, as well as regulating key application scenarios, and establish safety standards and ethical guidelines covering the entire life cycle of artificial intelligence. At the same time, considering the rapid iterative nature of artificial intelligence, we will periodically evaluate the implementation of the system and dynamically adjust the unapplicable system content in a timely manner.
The second is to optimize the regulatory environment and enhance regulatory adaptability. The governance of artificial intelligence also needs to adapt to the new, rapid iteration, and broad coverage characteristics of the field of artificial intelligence. On the one hand, grasp the timeliness and effectiveness of policies in an integrated manner, set a reasonable transition period for supervisory policies, and clarify transparent and predictable regulatory requirements and implementation standards. On the other hand, it includes supervision and service, carrying out application compliance guidance for different industries, improving safety compliance service systems such as assessment, consulting, and certification, to help all parties concerned to better fulfill their compliance obligations and reduce their compliance costs. At the same time, we will innovate supervision methods, support the construction of artificial intelligence “supervisory sandboxes” for different fields, and simultaneously improve the sandbox application, testing, use, and exit management mechanisms, preset risk buffering plans, and broaden the space for trial and error tolerance.
The third is to clarify the responsibilities of multiple actors for collaborative governance and forge joint efforts for common governance. Safety risk prevention is the shared responsibility of government departments, industry organizations, business entities, and the public. For government departments, we will strengthen departmental coordination, enhance synergy in governance, promote mutual recognition of regulatory results, etc. For industry organizations, they should actively play a role as a link to promote the formation of more industry consensus, self-regulatory conventions, etc. For business owners, we will promote developers and operators to strengthen risk management awareness, promptly disclose security risks, and actively report security incidents and vulnerability information. For the general public, we will open up more artificial intelligence learning resources, organize and carry out popular science activities on a regular basis, raise the public's awareness of artificial intelligence ethics and risk prevention, and form a pattern of diverse and common governance with the participation of the whole society.
Fourth, actively respond to the impact of artificial intelligence on society to ensure people-oriented and positive development. In terms of employment impact, pay close attention to the impact of artificial intelligence on the employment structure, fully stimulate the vitality of artificial intelligence in creating new jobs and driving innovation and entrepreneurship, and promote the integration of new occupations such as model trainers and data labelers into the national job classification system. At the same time, with regard to employment substitution risks that people are concerned about, we will strengthen monitoring and early warning, strengthen the link between the social security system and changes in employment structures and work methods, and do a good job of underwriting and inclusive social security. In terms of protecting rights and interests, with regard to social concerns such as algorithm discrimination, deep falsification, and privacy disclosure, it is necessary to enhance the traceability of misuse through technical means, resolutely crack down on illegal and criminal acts carried out using artificial intelligence, and ensure that the legitimate rights and interests of the masses are not infringed upon, especially the protection of special groups such as the elderly and minors. In terms of mental health, standardize human-robot boundaries, strengthen guidance and intervention to prevent addiction and emotional dependency, improve psychosocial assistance and intervention channels, and address the impact of artificial intelligence on mental health.

A special section on the “Outline” of the “15th Five-Year Plan” lays out the construction of a digital China and makes systematic arrangements to raise the level of digital intelligence development. During the “15th Five-Year Plan” period, what are the key initiatives to promote the implementation of digital China construction tasks and comprehensively empower economic and social development through digital intelligence?
Luan Jie:
Thanks for the question! As you said, the “Outline” of the “15th Five-Year Plan” not only lays out special articles on digital China construction, but also lays out tasks for digital transformation in related fields in various chapters, fully demonstrating that the development of digital intelligence has been deeply integrated into all aspects of economic and social development, and that the strategic position of digital China construction in the overall Chinese modernization is becoming more prominent. During the “15th Five-Year Plan” period, we will coordinate the planning and construction of digital China, digital economy, and digital society, issue and implement the three action plans for the digital economy, digital society, and data infrastructure to promote data elements and digital intelligence technology to deeply empower high-quality economic and social development.
The first is to focus on the digital economy and build a new engine for economic development. We will focus on enhancing the competitiveness of core industries in the digital economy, supporting the development of innovative enterprises in the digital economy, accelerating key technological innovation in the digital field, developing new digital intelligence service formats such as data and computing power based on scenario applications, and building an internationally competitive digital industry cluster. We will also build on the foundation of real economic development, promote the deep integration of digital intelligence technology and the real economy, thoroughly implement data empowerment projects, support the construction of a number of comprehensive digital empowerment platforms, promote upstream and downstream collaboration in the manufacturing industry chain to carry out digital intelligence transformation, develop smart agriculture, promote the expansion and quality of the data-enabled service industry, and unleash the potential of digital consumption.
The second is to jointly build a shared digital society and create a beautiful new digital smart life. Focusing on education, medical care, employment, and other areas of general public concern, we will work with relevant departments to continue to build and make good use of the national smart education public service platform, promote the construction of digital intelligence for national health, build an intelligent employment service platform, and strengthen digital literacy and skills training for the whole nation. We will also continue to promote the digital transformation of the entire city, thoroughly implement urban digital renewal actions, and enrich scenarios such as smart homes, smart mobility, and smart communities to make people's lives more comfortable, more convenient, and more secure.
The third is to build and operate data infrastructure to consolidate a new foundation for the development of digital intelligence. Data infrastructure is one of the 109 major projects in the “Outline” of the “15th Five-Year Plan”. We will further promote data infrastructure construction and testing first, actively and steadily develop facilities such as data supply, circulation, and application, promote the interconnection of data infrastructure in an orderly manner, and build a distributed, scenario-based, and multi-level facility system. Launch pilot data infrastructure operation model innovation in key areas to promote the progress of data infrastructure from “construction” to “use”.
We will also work together to promote the construction of digital government, digital culture, and digital ecological civilization, and deepen international and domestic exchanges and cooperation in the digital field. Work with relevant departments to strengthen cross-departmental, cross-industry, and cross-regional data sharing and business collaboration to expand the “one thing efficiently” scenario to make ordinary people work more worry-free; promote the construction of “One Table Connect” to deepen government data sharing and reuse to effectively reduce the burden on the grassroots; further implement the national cultural digitization strategy to build a large database of national cultural relics resources; implement beautiful China's digital and intelligent governance capacity enhancement project to accelerate the collaborative transformation and development of digital greening; in multiple bilateral mechanisms such as the Shanghai Cooperation Organization, China-ASEAN, APEC, BRICS+, China-Singapore, and China-Brazil Next, promote cooperation Mechanisms and platforms have been built, and a number of “small but beautiful” practical projects have been launched to make digital intelligence technology more beneficial to the people of all countries. We will also rely on the Digital China Construction Summit and the China International Big Data Industry Expo to showcase the achievements of digital China construction, and we also welcome continued attention from media friends.
Thank you!
China Daily:
Currently, artificial intelligence evolves at an accelerated pace, and the global “smart divide” continues to widen. The vast majority of developing countries are looking forward to sharing development opportunities. How does China plan to promote international cooperation on artificial intelligence during the “15th Five-Year Plan” period?
Wang Ruomeng:
In July of this year, General Secretary Xi Jinping attended the World Artificial Intelligence Conference and raised four extremely fundamental and forward-looking questions of the times from the perspective of all humankind, stressing that the development of artificial intelligence should not be a country's solo act, but should be a symphony of global cooperation. During the “15th Five-Year Plan” period, we will insist on open source, open and inclusive development, practice multilateralism with a more open attitude, more pragmatic action, and a longer-term perspective, effectively play the important role of the United Nations, and promote artificial intelligence as an international public product for the benefit of all humankind through practical actions. Focus on doing a good job in three areas.
In terms of consolidating the foundation for development, strengthen artificial intelligence capacity building, and promote equal participation of all countries in the artificial intelligence development process. We will implement the Global Artificial Intelligence Governance Initiative and strengthen policy exchanges and practical cooperation with all parties based on the principles of mutual respect, mutual benefit and win-win situation. We will unswervingly promote open source inclusion of artificial intelligence and encourage countries to build intelligent systems that meet their own cultural characteristics and development needs. Currently, China is promoting the physical operation process of the World Artificial Intelligence Cooperation Organization, and 38 countries have joined as founding members. We will strengthen the coordination of artificial intelligence development strategies, governance rules, and technical standards with all parties to create a number of grounded and attainable cooperation results as soon as possible.
In terms of accelerating application empowerment, we will deepen high-level opening-up of the field of artificial intelligence to the outside world and enable sustainable human development. General Secretary Xi Jinping proposed to build an international artificial intelligence application cooperation center for ASEAN, the Arab Union, the African Union, CELAC, the SCO, and the BRICS countries. Currently, we are promoting the construction of application cooperation centers in an orderly manner, speeding up the construction of a comprehensive service platform, improving the accessibility of artificial intelligence products and services, and making artificial intelligence development achievements benefit people in all countries. At the same time, we will deepen cooperation on the application of artificial intelligence in the fields of poverty alleviation, quality education, employment promotion, health and welfare, climate change, etc., to bridge the digital intelligence divide and jointly solve the problem of global sustainable development. For example, in his keynote address at the World Artificial Intelligence Conference, General Secretary Xi Jinping mentioned the intelligent weather warning program “Mazu.” Recently, relevant departments introduced implementation plans to promote the implementation of “Mazu” around the world, and completed localized deployments in some countries to help early warning and transfer people from regions with frequent typhoons, floods, and droughts.
In addressing risks and challenges, enhance international mutual trust and deepen practical cooperation in security management. Since this year, there have been many AI security incidents around the world. Not long ago, the artificial intelligence model developed by China also participated in handling and responding to international security emergencies, with good results. This shows that artificial intelligence security is not a problem that an enterprise, industry, or country can solve alone; it is a global challenge that all countries must face together. We advocate deepening international cooperation on artificial intelligence governance under a multilateral framework, promoting the establishment of global governance rules, strengthening coordination of regulatory frameworks, joint research on safety management standards, strengthening collaboration in vulnerability reporting, risk warning, response and disposal, and enhancing mutual trust in intelligent systems. In September of this year, during the first meeting between China and the US, the two sides agreed to establish a dialogue on artificial intelligence between China and the US, exchange risks and benefits related to artificial intelligence, and establish communication channels for AI incidents. We are ready to work with all parties to promote the healthy and orderly development of artificial intelligence in a beneficial, safe and fair direction.
