The Zhitong Finance App learned that on October 13, the General Office of the Shanghai Municipal Government released the “15th Five-Year Plan” for Energy Saving and Carbon Reduction and Circular Economy Development in Shanghai. Among them, it is proposed to speed up the deployment of diversified new energy storage applications in the city and continuously improve the energy conversion efficiency of energy storage devices. By 2030, the installed scale of the new energy storage system will reach 3 million kilowatts. Innovate and develop business formats such as direct green power connections and smart microgrids. Promote large-scale development of virtual power plants and continue to expand access to incremental resources such as distributed power supplies, adjustable loads, energy storage, and vehicle network interaction.
The “Plan” also mentions vigorous development of non-fossil energy. Accelerate the entry of Mongolian electricity into Shanghai, the construction of a deep-sea wind power base, and develop decentralized wind power projects according to local conditions. Build a “landscape in the same field” offshore photovoltaic cluster and continue to advance the “PV +” project. During the “15th Five-Year Plan” period, the new PV installed capacity reached more than 5 million kilowatts. Make full use of biomass energy and shallow geothermal energy, develop hydrogen energy and green fuels, and explore new energy applications such as marine energy. Promote new clean energy generation to gradually cover the new electricity needs of the whole society.
According to statistics from the National Energy Administration, by the end of June this year, the country had built and put into operation a new energy storage capacity of 153 million kilowatts/396 million kilowatt-hours, and 17 million kilowatts of installed capacity were added in the first half of the year, an increase of 61% over the previous year. From 3 million kilowatts at the beginning of the 14th Five-Year Plan to 153 million kilowatts today, new energy storage has grown more than 40 times.
Many industry experts agree that after many years of large-scale construction, China's new energy storage industry has completed phased scale accumulation, and the industrial development logic is changing. Since 2026, the new energy storage industry's competition rules, market demand structure, and project revenue model have been completely iterated, and officially entered a new stage of development where market-based excellence, value priority, and quality are king.
In July of this year, the National Development and Reform Commission and the National Energy Administration jointly issued the “Fifteenth Five-Year Plan” for the construction of a new power system, setting clear coordinates for energy storage development over the next five years — the country's new energy storage scale reached 300 million kilowatts during the “15th Five-Year Plan” period. The Zhongguancun Energy Storage Industry Technology Alliance predicts that the cumulative installed value of China's new energy storage capacity from 2026 to 2030 is 371.2 GW, and the ideal value is 450.7 GW, corresponding to compound annual growth rates of 20.7% and 25.5%, respectively.
Dongguan Securities pointed out that with the deepening of energy transformation strategies in various regions of the world, the share of new energy sources has increased rapidly, power grid infrastructure is relatively weak, the explosion of AI data centers has led to a surge in electricity demand, and soaring oil and gas prices have boosted energy storage demand, jointly driving the continued rapid growth in the scale of new energy storage installations overseas. Driven by policies, burgeoning demand, optimization of supply and demand patterns, and breakthroughs in new technology routes, the energy storage industry continues to rise. It is recommended to focus on leading companies in energy storage cells, core materials, PCS and system integration.
