Speaking at the Russian Federation Council today, Russian Deputy Prime Minister Novak said that Russia's domestic diesel market is currently in balance, and if there is an overproduction situation, consideration will be given to partially lifting restrictions on diesel exports. Novak also said that the situation of Ukrainian drones attacking Russia's energy infrastructure is still “tense.” Russia thwarted attacks on four refineries overnight. Under normal circumstances, Russia is the world's second-largest diesel exporter after the US. Since the end of May this year, fuel supply has been tight in many parts of Russia, and there have been frequent situations such as rising oil prices, restrictions on purchases at gas stations, and queues. Coupled with Ukraine's attack on refineries, the Russian government announced a ban on diesel exports on July 8. Currently, the ban has been extended until October 31.
