On September 28, at the 2026 World Intelligent Connected Vehicle Conference press conference, Hao Lishun, deputy director of the Equipment Industry Division I of the Ministry of Industry and Information Technology, said in response to reporters' questions that recently, the Ministry of Industry and Information Technology, in collaboration with relevant departments, prepared and issued the “15th Five-Year Plan” for the development of the intelligent connected new energy vehicle industry, which proposed goals such as building a global industrial chain supply chain, enhancing overseas development service capabilities, and supporting foreign enterprises to invest and cooperate in China. We are committed to creating a market-based, rule-of-law, and international first-class business environment to create a new situation of global industrial cooperation. Under this vision, the Ministry of Industry and Information Technology will focus on three areas of work. The first is to promote closer cooperation in the industrial chain supply chain. Facing the “15th Five-Year Plan”, the Ministry of Industry and Information Technology will encourage global collaboration, promote cross-border integration, and construct an industrial development pattern with complementary advantages and mutual benefit. On the one hand, it supports foreign-funded enterprises to deeply cultivate the Chinese market, rely on China's complete industrial chain foundation and hyperscale market advantages, innovate technology, optimize products, and share opportunities for industrial development; on the other hand, it actively guides domestic automobile companies to learn from advanced international experience, enhance their independent innovation capabilities and comprehensive competitiveness, and promote Chinese technology and brands to better enter the international market. The second is to promote deeper international collaboration on standards and regulations. In recent years, the Ministry of Industry and Information Technology has organized industry forces to actively participate in international standards and regulations activities under the United Nations World Vehicle Regulations Coordination Organization, the International Organization for Standardization, and the International Electrotechnical Commission, etc., to actively contribute to China's plans and promote the formulation and coordination of standards and regulations for autonomous driving and electric vehicles. In the future, the Ministry of Industry and Information Technology will continue to use many bilateral cooperation mechanisms to strengthen communication on policies and regulations, technical standards, testing and verification, etc., and promote the transformation of more technological achievements into standards and rules. The third is to promote a more steady international development of enterprises. Currently, Chinese automobiles have been sold to more than 200 countries and regions around the world, and Chinese companies have also invested in vehicle and parts manufacturing in more than 80 countries and regions overseas, providing global consumers with a wide range of high-quality and affordable products. During the “15th Five-Year Plan” period, the Ministry of Industry and Information Technology will deepen international trade and investment cooperation, improve supporting support such as cross-border logistics, investment and financing, and at the same time strengthen overseas risk prevention and corporate compliance, and guide enterprises to develop overseas layout in a steady and orderly manner.
