The Chief Executive of the Hong Kong Special Administrative Region, Lee Ka-chiu, announced the “First Five-Year Plan for the Economic and Social Development of the Hong Kong Special Administrative Region” and immediately published the “Chief Executive's 2026 Policy Address”. Li Jiachao announced in the “Policy Address” that the HKSAR Government will improve and facilitate the development and life of Hong Kong residents in the Mainland, focusing on the following tasks: 1. The HKSAR Government will continue to expand the “Guangdong Residential Care Service Program” in mainland cities in the Greater Bay Area to provide more residential options for the Hong Kong elderly. 2. The SAR government will focus on the facilitation of cross-border payments and the protection of people's livelihood. 3. The HKMA will promote the “Fast Transfer Rate” connection to UnionPay within this year to enable users to make local and cross-border retail payments. 4. The HKMA will explore further expanding the “Cross-border Payment Connect” user base and develop scenarios that facilitate the cross-border living, work and pension for residents of the two regions. 5. Starting from the third quarter of this year, the Hong Kong Annuity Corporation added an option for Hong Kong annuity policy holders to directly collect annuity income by setting up designated bank accounts in the Mainland.
