The Information Office of the State Council held a series of press conferences on the theme of “Starting the 15th Five-Year Plan” series today. Relevant officials from the Ministry of Justice explained that they are taking the lead in drafting regulations for the construction of a unified national market to provide solid legal guarantees for further advancing the construction of a unified national market. The Ministry of Justice and the National Development and Reform Commission are taking the lead in studying and drafting regulations. They will fully implement the basic requirements of “five unifications, one opening up”, and address outstanding issues such as local protection, market segmentation, and “internal rolling” competition, resolutely break down the blockages that hinder the construction of a unified national market with the rigidity of the regulatory system, strengthen the domestic cycle, and smooth the domestic and international double cycles. Earlier, card points, blockages and legislative requests were collected from more than 150 organizations, including relevant departments of central and state agencies, provincial people's governments, relevant enterprises and industry associations. On this basis, repeated research and revisions have been made, and a first draft has already been drafted.
