On the afternoon of September 15, local time, early this morning Beijing time, the UN Security Council held an emergency public meeting on the situation in Yemen and the Strait of Mande. In the absence of sufficient communication with the members of the Council and the lack of consensus decisions based on the rules of procedure, France adjusted the order of speakers at the meeting and scheduled the Yemeni representative attending the meeting to speak before the members of the Council. And this is the second time this month that France has made a similar arrangement. Ambassador Sun Lei, Chargé d'affaires a.i. of the Permanent Mission of China to the United Nations, pointed out in this regard that China has always advocated that the Security Council be careful to listen to the opinions of the countries concerned when discussing relevant issues, and that China also respects the discretion of the President of the Security Council in presiding over meetings. At the same time, the Chinese side believes that being a special case is one thing; forming a custom is another. With regard to the procedural arrangements of the Council, the President of the Council should respect the established practice over a long period of time. In response to the current situation in Yemen and the Strait of Mander, Ambassador Sun Lei said that China has always supported maintaining the sovereignty, security and territorial integrity of Yemen and Saudi Arabia, resolutely opposed attacks on civilian infrastructure, including energy, during armed conflict, and resolutely opposed any attacks on civilian ships. Ambassador Sun Lei pointed out that no matter how big the differences are, they should find a way out at the negotiation table, rather than settle in the midst of gunfire. It is imperative that all parties maintain calm and restraint, cease the cease-fire immediately, avoid actions that increase tension, and return to the right track of diplomatic negotiations as soon as possible.
