The “Opinion” proposes policy measures in five areas, including strengthening space coordination, improving the control of land use for tourism, optimizing natural resource supply mechanisms, encouraging the use of existing space, and improving the effectiveness of services and supervision. Among them, it is clear that the “15th Five-Year Plan” tourism development space requirements will be integrated into natural resource management and the “one map” of the territorial spatial plan, and scientific site selection will be carried out collaboratively. At the same time, the “Opinion” has further improved the regulation of land use for tourism, strengthened refined land use management, and solved the problem of implementing small-scale cultural tourism projects.
