Nine departments including the Ministry of Industry and Information Technology issued the “15th Five-Year Plan” for the Development of the Intelligent Connected New Energy Vehicle Industry. The plan proposes to give full play to the role of an inter-ministerial coordination mechanism for the development of the energy saving and new energy vehicle industry, promote the implementation of the plan in an integrated manner, formulate the division of tasks and annual work points, and strengthen supervision, guidance and dynamic monitoring, mid-term evaluation and summary evaluation of the implementation situation. All relevant departments in all regions are making good efforts to implement them in line with actual practice to promote the implementation and effectiveness of various policies. Implement preferential tax policies for new energy vehicles, further push forward pilot reforms in automobile distribution and consumption, speed up the elimination of restrictive measures on automobile distribution and consumption, and innovate management models for automobile purchase and use. Support activities such as “trade-in” automobiles, new energy vehicles going to the countryside, and upgrading city buses and power batteries. Deepen NEV vehicle insurance reform and optimize commercial vehicle insurance benchmark rates. Strengthen the management of used car cross-domain circulation and support the development of used car distribution models. Explore the establishment of disciplines related to intelligent electric vehicles, compile a catalogue of scarce talent needs in the industry, and build a talent training system and public training base driven by industry demand, relying on a national practice base for outstanding engineers, a pilot test verification platform, and an industry-education integration community.
