Garibabadi posted on social media that “this practice can neither make up for the failure of relevant national policies and actions, nor can it achieve any results in the UN Security Council.” Iran's representative to the International Atomic Energy Agency, Reza Najafi, criticized the resolution as a “political tool” rather than a “technical document.” The members of the International Atomic Energy Agency had a heated debate at the meeting on the same day. The resolution, which was passed by vote, advocates submitting the so-called “violation of Iran's nuclear nonproliferation obligations” to the UN Security Council. China, Russia, and the Niger voted against the resolution, and eight developing countries abstained.
