The Ministry of Finance and the State Administration of Taxation recently issued the “Administrative Measures on Withholding and Paying Value-added Tax for Natural Persons by Domestic Entities”, which will take effect from November 1 this year. The “Measures” make it clear that in the future, when enterprises or institutions pay individuals for seven types of services such as research and development, software, design, consulting, film and television production, culture, and education, they will withhold and pay value-added tax corresponding to this business.
