On September 4, the National Satellite Navigation and Positioning Reference Station Network Service Data Authorization and Operation Promotion Conference, co-hosted by the Ministry of Natural Resources and the National Data Administration, was held in Beijing. At the conference, it was announced that the authorized operation of the national satellite navigation and positioning reference station network service data has been implemented. This is the first time that a public data authorization operation has been carried out in the field of spatiotemporal information infrastructure at the national level. It will promote the transformation of public data from public resources that have not yet fully released value into data assets that can be distributed and used in compliance, marking a new stage of market-based operation of Beidou's high-precision spatio-temporal data elements. The national satellite navigation and positioning reference station network is an important national spatial information infrastructure. The Ministry of Natural Resources has integrated national reference station resources, built a “network” of reference stations with legal authority, uniform standards, accuracy, reliability, safety and control, and built a “1+33” Beidou Application and Benchmark Service Center collaborative operation and maintenance management system to provide the community with unified national surveying and mapping benchmark services, and promote unified planning, unified standards, and unified supervision of national reference stations. At present, the scale of “One Network” sites has been expanded to 7,569, including 420 national stations, 3,293 provincial stations, and 3,856 collaborative stations, providing high-precision spatio-temporal service support for various industries and strongly promoting large-scale applications of Beidou. Data from the national satellite navigation and positioning reference station network is an important resource to support the construction of a digital China and guarantee the country's spatial and temporal security. It has outstanding public service attributes and commercial development potential. According to information, the national satellite navigation and positioning reference station network has complete data collection, processing and distribution capabilities, and the station network data was registered on the national public data resource registration platform in 2025. This authorized operation is a specific measure of the Natural Resources Tribe's actual “20 Data Rules” and the “1+3” public data policy system. Authorized operations adhere to safety, controllability, quality and efficiency, and take into account market demand and innovation, and will construct a global service pattern covering public welfare services, key industries, scientific research and innovation, and industrial development. Authorized operations will implement a full-process security compliance control and data classification and hierarchical protection system to strictly abide by the bottom line of data security. The first batch of user intentions was also signed at the promotion conference site. The signatories covered more than 10 industry institutions and enterprises in various important fields such as meteorology, earthquakes, energy, and transportation.
