In recent years, market supervisory authorities have continued to make efforts to optimize the consumption environment, and have continuously issued a number of institutional documents to improve the consumer rights protection system and regulate market operation order. Recently, the General Administration of Market Regulation issued the “Notice on Fully Carrying Out the Cultivation of Assured Consumer Units and Agglomeration Areas” (hereinafter referred to as the “Notice”), which will fully launch the work of cultivating safe consumers. General Secretary Xi Jinping has emphasized many times the need to improve the consumption environment. The Fourth Plenary Session of the 20th CPC Central Committee also made arrangements to vigorously boost consumption; the “15th Five-Year Plan” plan clearly states that a number of new consumption scenarios should be created to drive a wide range of consumption scenarios with high visibility; the “15th Five-Year Plan” to expand consumption requires innovation and development of basic units such as safe consumer stores, restaurants, etc., and agglomeration areas such as safe consumer markets, business districts, and scenic spots. Simply put, the country takes it very seriously.

Currently, people's expectations for quality of life and safe consumption are getting higher and higher, but in some fields, there are still pain points and blockages such as supply shortages, frequent disputes, and irregular operations. There is an urgent need for operators to work from the supply side to push the consumer environment management threshold forward. Prior to that, the General Administration had taken the lead in implementing a three-year campaign to optimize the consumption environment, insisting on cultivating safe consumers as an important gripper for changing the supervision model and improving the effectiveness of supervision. Since 2025, 10 cities have been organized to carry out pilot projects to guide all regions to actively cultivate a large number of safe stores, safe restaurants, and safe business districts. For example, Zhejiang explores financial empowerment, and the United Bank launched “Assured Loans” to allow honest merchants to receive real financing support; Hainan is cultivating safe consumers, making merchants with good credit stand out, and helping the development of international tourism consumption centers through honest construction. Practice in many places has proven that cultivating safe consumers can effectively improve the quality of consumption, boost consumer confidence, and promote the expansion and upgrading of consumption; it can make the public feel the improvement of the consumer environment around them and increase consumer satisfaction; it can play a leading role as a benchmark, drive operators to compete for good, and promote a virtuous cycle in the consumer market. Precisely because we have seen these results, we have decided to carry out nationwide efforts to cultivate safe consumers, use “small incisions” to drive the “big improvement” of the consumption environment, promote the transformation of the governance of the consumer environment from “rights protection after the fact” to “prevention in advance,” and from “government leadership” to “social co-governance.”

It requires the participation of operators, consumers, regulatory authorities, industry organizations, etc., to integrate various resources such as credit, finance, and third-party platforms. The work is difficult and complex. In actual progress, the following three aspects need to be particularly grasped:

First, it is necessary to seize the two types of actors: “units” and “agglomeration areas.” Two relatively new concepts have been mentioned here. One is a “safe consumption unit”, which specifically refers to a single operator directly targeting consumers, including supermarkets, restaurants, live broadcast rooms, and factory-managed stores. Cultivating a safe consumer unit is to start with the stores and operators most commonly contacted by the public, guide them to consciously manage integrity, start with the most basic compliance promises, gradually expand the content of promises, create brand characteristics, and form a group of safe merchants that ordinary people can truly trust. The other is a “safe consumption agglomeration area”, which specifically refers to consumer concentration areas such as business districts, markets, scenic spots, and neighborhoods. Cultivating not only merchants within the region, but also pushes regional operation managers to the “front desk”, giving full play to their leading role, focusing on improving regional unified service standards and rights protection and disposal mechanisms, promoting the overall construction of the consumption scenario in an integrated manner, and promoting the systematic iterative upgrading of the regional consumption environment.

Second, we must seize the core initiative of “voluntary commitment.” The cultivation work includes steps such as initiation and guidance, voluntary commitment, verification and publicity, and assigning codes and standards. Among them, voluntary commitment is a top priority in nurturing work. We should focus on the issues that consumers are most concerned about, and encourage operators to make promises about safety and security, quality assurance, price assurance, service assurance, and rights protection. Third, it is necessary to make full use of “digitalization” as an important tool. The General Administration will establish and improve a dynamic nurturing model, create a digital system, and install a “new engine” for the cultivation of safe consumption. Relying on the digital system, it will collect multi-source business data such as the national 12315 platform, business entity registration, credit risk classification, administrative enforcement, public opinion monitoring, etc., and carry out intelligent analysis to effectively reduce unnecessary interference with operators in cultivation work and reduce operating costs for operators. The General Administration will also promote a deep connection between digital systems and consumer scenarios such as e-commerce platforms and navigation software, illuminate assured consumption pledges online, create a national safe consumption map, and empower operators. Local market supervisory authorities will combine industrial layout and consumer market characteristics, focus on key industries and key consumer regions, and comprehensively use big data analysis to sort out and form nurturing reserve targets. In recent years, Zhejiang has insisted on cultivating safe consumption units as an important vehicle for optimizing the consumption environment, incorporating supporting financial policies and supply into a key part of the “Assured Consumption in Zhejiang” campaign, creating a virtuous cycle of “financial support, motivation for merchants, and guaranteed consumption”. At present, the province has dynamically cultivated 248,000 safe consumption units, 640 safe consumption clusters, and 103,000 offline return and exchange units without reason.

The first is to pioneer “assured loans” to promote the transformation of credit assets into financial dividends. Embed secure consumer unit promises, “one-click settlement” of consumer disputes, etc. into platforms such as Alipay and Cloud QuickPass to customize “secure consumption receipt codes” for merchants, and build an open ecosystem for safe consumption where consumers, operators, government departments, financial institutions, and payment platforms participate together. At present, 24,000 merchants have applied for the “Assured Consumption Payment Code” and received more than 22.35 million yuan in fee concessions and 2.5 billion yuan in credit; the “one-click settlement” has covered more than 80,000 merchants, which has led to 11,000 self-settlement consumer disputes. The settlement success rate has reached 88%, and has been replicated and promoted across provinces to 8 key cities including Chengdu and Taiyuan.

The construction of an international tourism consumption center is an important strategic position of the “three zones and one center” of the Hainan Free Trade Port. Focusing on creating a safe and secure consumption environment, our province continues to deepen the “safe consumption in Hainan” construction and actively explores the “Hainan Model” of safe consumption with the characteristics of a free trade port. Relevant innovative practices were selected as the top five typical cases of optimizing the consumption environment in the country in 2025 and the 20th batch of system integration innovation cases for the Hainan Free Trade Port. In recent years, we have focused on the following work around cultivating a safe consumer business district and creating a safe consumption scenario.

The first is to deepen institutional innovation and establish a standardized and secure consumption system. Strengthen cross-departmental coordination and joint actions of 30 provincial departments, including market supervision, etc., and widely involve operators in various industries and fields. Introduce local standards, group standards and management measures for safe consumption, and establish a standard system for the construction of safe consumption clusters and safe consumption units. In addition to traditional supermarkets, restaurants, etc., various consumption scenarios such as duty-free shopping, homestays and hotels, online takeout, education and training, medical treatment and beauty are included in the scope of safe consumption to achieve online and offline integration. Introduced compliance management guidelines for new business formats such as live streaming and cross-border e-commerce; joint platform companies label safe consumption units to promote safe consumption and food safety seals; launch WeChat applets and “safe consumption maps” to provide accurate references for consumers to consume offline; and give full play to the leading role of large business districts and leading enterprises to continuously improve the overall consumption environment. Currently, the province has built 45 safe consumption clusters and 160,000 safe consumption units, covering more than 20 industries.

The third is to strengthen credit empowerment and forge joint efforts for long-term social co-governance. Vigorously promote mechanisms such as unwarranted returns in physical stores, early payment, and online dispute resolution, and make honest management the undertone of free trade ports. Differentiated supervision is carried out according to the credit situation of merchants, reducing the frequency of inspections and providing credit incentives to trustworthy merchants; punishments such as red and yellow card warnings are imposed on illegal merchants, such as underperforming or price fraud. Encourage consumers to evaluate and rate consumer experiences through mini-programs, and establish a common governance pattern of merchant self-discipline, government supervision, and social supervision.
