It is necessary to comprehensively ascertain the glacial lake situation on the Qinghai-Tibet Plateau, make full use of modern monitoring methods such as high-resolution satellite remote sensing and drone radar, and scientifically deploy monitoring facilities such as hydrology and seismic motion, as well as intelligent sensing equipment such as dam displacement, seep pressure, stress strain, etc., to build a comprehensive monitoring and sensing system integrating “sky and ground hydraulics” to accurately grasp the development and changes of glacial lakes and promptly warn the risk of collapse. Li Guoying stressed that it is necessary to adhere to the systemic concept, use watersheds as units, thoroughly analyze the risk, insurance, and risk prevention factors of glacial lake collapse, fully consider the risk chain superposition and amplification effects of each link, and formulate prevention and response plans with “one lake, one policy” and “one river, one policy.” It is necessary to establish and improve a linkage mechanism for monitoring, early warning and response to hidden upstream and downstream risks, and carefully implement all aspects of chain disaster risk prevention responsibilities and measures.
