The Zhitong Finance App learned that domestic housing stocks continued to rebound. As of press release, Longhu Group (00960) rose 7.88% to HK$6.295; Vanke Enterprise (02202) rose 5.94% to HK$2.495; Sunac China (01918) rose 5.36% to HK$0.59; and Xincheng Development (01030) rose 3.82% to HK$1.495.

According to the news, on August 28, the five major ministries and commissions of the Ministry of Housing and Construction, the Ministry of Natural Resources, the Central Bank, the General Administration of Financial Supervision, and the Securities Regulatory Commission intensively implemented 8 real estate documents on the same day, forming a complete system package of “3 basic documents plus 5 supporting measures.” CITIC Construction Investment pointed out that the “828” new real estate policy is not a demand-side stimulus or bailout, but rather a systematic restructuring of the new real estate development model through optimization of the existing housing sales system, project company system, host bank system, and personal housing loan system.

CMB International released a research report saying that industry experts believe that the real estate policy introduced on August 28 is a long-term system reform rather than a tightening of regulations. The policy formulation retains sufficient flexibility, is non-mandatory, and has sufficient buffer space and transition period. Local implementation rules and pilot rules are expected to be introduced in 4 to 6 weeks. The bank pointed out that in the future, attention should be paid to urban policy boundaries, unification of land concession clauses, loan buffers for completion records, details of deposit systems, land price installments, certification standards, and land supply pace adjustments.
