After investigation, the memorandum had not been signed as of April 24, 2025, and the relevant disclosure was inconsistent with reality. The Zhejiang Securities Regulatory Bureau ordered the company to make corrections, give a warning, and fine of 1.5 million yuan; gave a warning to Wu Minggen, the chairman and general manager at the time, and fined 1 million yuan; gave a warning and fined 600,000 yuan to then-Deputy General Manager Bao Jialong; and gave a warning to Dai Yongbin, then director and deputy general manager, and fined 800,000 yuan. This penalty did not cover major violations of the law, forced delisting or other risk warning situations, and the company's production and operation were normal.
