Zhejiang Energy Service is a wholly-owned subsidiary of Zhejiang Electric Power, the controlling shareholder of the company. This transaction constitutes a related transaction. It has been reviewed and approved by the company's board of directors and exempted from submission to the shareholders' meeting for review.
