Recently, the Zhejiang Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Finance issued the “Zhejiang Provincial Modern Facility Agricultural Construction Loan Interest Rate Work Rules”, which will take effect from October 1, 2026. The “Regulations” require further clarification of all parties' responsibilities, operating procedures, audit standards, supervision and management, and problem detection and rectification work mechanisms for interest-rate discount work for agricultural construction loans for modern facilities, so as to form a closed management loop covering the entire chain of “application - review - inspection - disbursement - supervision”.
