Li Jiachao: Hong Kong's first five-year plan and policy report will be released on September 16

The Zhitong Finance App learned that Hong Kong Chief Executive Li Jiachao announced that the “First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)” will be announced at the Legislative Council Assembly on September 16, and the “Chief Executive's 2026 Policy Address” will be published immediately. Li Jiachao said that the purpose of the release on the same day was to clearly show the correlation between the two documents, so that the public can more fully understand the Hong Kong government's development blueprint and annual policy priorities for the next five years.

Li Jiachao pointed out that the “Hong Kong First Five-Year Plan”, as a forward-looking, strategic and directional guidance document, outlines the overall vision of Hong Kong's economic and social development from 2026 to 2030. Meanwhile, the “Policy Address” published on the same day will be used as an annual implementation report on the implementation of the plan, and specific policies, measures and policy priorities for the year will be formulated based on the latest situation. Li Jiachao said, “The two are closely related. By reading the two documents at the same time, the public will have a better understanding of how the government will advance various tasks in 2026 in accordance with the direction and strategy of the five-year plan.”

Li Jiachao further explained that the “Policy Address” will set a number of quantifiable annual indicators as a milestone. Every year thereafter, policies, measures, policy priorities and major project arrangements will be adjusted according to changes in the international environment, economic outlook, and the latest social developments, and continuous efforts will be made to implement the blueprint.

In order to fully respond to public concerns, Li Jiachao said that after the Legislative Council publishes the two documents, he will attend the Legislative Council's “Chief Executive Interactive Question and Answer Session” the next day for in-depth discussions with members of parliament. Furthermore, on the afternoon of September 16, he will hold a press conference and attend a television forum program in the evening to further explain the “Hong Kong First Five-Year Plan” and “Policy Address”.
