According to Haikou Daily, the 2026 Hainan Cross-border Computing Power Industry Development Conference was held in Haikou on August 21. At the meeting, the Haikou National High-tech Zone Management Committee and Xinhua Santech Co., Ltd. signed a strategic cooperation framework agreement to jointly promote the implementation of the Haikou-International Turing Town Plan; the Hainan Token Industrial Ecological Alliance was launched simultaneously, and Ziguang Yaochen Intelligent Manufacturing Co., Ltd. was unveiled. Relying on the advantages of the free trade port policy, this is one of the keys that Haikou has left in terms of cross-border computing power, intelligent AI hardware manufacturing, and digital industry ecological agglomeration. According to the agreement, Turing Town is located in the Haikou National High-tech Zone, and the two sides will cooperate in five major fields: cross-border computing power services, digital industry ecology, industrial investment and operation, cultivation of industry and education talents, and intelligent manufacturing of computing power hardware.
