Second, it is necessary to immediately carry out a carpet-style investigation and evacuate affected personnel from the flooded area as soon as possible; speed up the construction of a second line of defense according to topographic conditions to minimize the scope of influence of flooding. Third, it is necessary to strengthen the inspection and defense of river embankments along the Jialu River and the main stream of the Shaying River downstream, with sufficient personnel, materials, and equipment, keep an eye on key river sections such as embankments and crossing buildings, promptly investigate and dispose of dangerous situations such as pipe surges and leaks, and ensure the safety of flood control in cities and embankments along the route.
