The State Council agreed in principle to the annual forest harvesting quotas for key forest areas during the “15th Five-Year Plan” period prepared by the State Forestry and Grass Administration. The annual deforestation quota for key forest areas during the “15th Five-Year Plan” period is the maximum amount of forest harvested and wood reserves consumed in key forest areas every year. The State Forestry and Grass Administration and all relevant units must strictly implement it and must not be broken through. Where trees need to be harvested due to special circumstances such as major natural disasters and cannot be resolved within the harvesting quota, they shall be reported to the State Council for approval.
