A Treasury official told me, “This does not represent any change in US policy towards the Iranian government, the Revolutionary Guard's Al-Quds Brigade, any designated terrorist organization, or its supporters or agents. Today's removal is part of normal administrative procedures and was carried out after reviewing specific circumstances relating to Baghdad Airlines.”
