The Hainan Provincial Department of Natural Resources and Planning, together with the Hainan Provincial Development and Reform Commission and the Hainan Forestry Bureau, recently issued a notice on “Certain Measures to Strengthen the Guarantee of Natural Resources Factors in Power Project Planning and Construction”, proposing ten specific measures to promote the rapid implementation of power grid projects and form effective investment. The notice is valid until December 31, 2029. The notice proposes to support simultaneous planning, simultaneous design, and simultaneous construction of power facilities and emerging industries, fully guarantee supporting power grid projects for major industries, rely on strong power grids to support large-scale implementation of aerospace tests, artificial intelligence computing power, and hydrogen-based green industries to help the high-quality development of strategic emerging industry clusters in the province; make good connections between power-related planning and territorial spatial planning, and promote the deep integration of power development plans, special power plans and territorial spatial planning. Key power grid projects are integrated into natural resource management and territorial spatial planning “one map” and a list of key territorial spatial planning construction projects to guarantee ; Strengthen spatial rigidity control. Land used for the construction of power grid projects included in the territorial spatial plan must not be occupied or changed in use without authorization without adjusting the plan according to legal procedures.
