Recently, the “Shanghai Fifteenth Five-Year Plan” for Water System Management and the “Fifteenth Five-Year Plan for Marine Development of Shanghai” were officially issued and implemented. According to the plan, by 2030, Shanghai will basically build a safe, resilient, high-quality, intensive, green, low-carbon, smart and efficient modern water system management system, and will also basically become an internationally leading modern marine city and a leading area for the construction of a maritime power with Chinese characteristics. During the “14th Five-Year Plan” period, a total investment of about 135.2 billion yuan was completed in the water sector in Shanghai, and major projects such as the Wusong River Project and the Western Ring Road of Raw Water were progressing in an orderly manner. In terms of marine economy, in 2025, the city's gross marine product will reach 1.11 trillion yuan, accounting for 10% of the country's gross marine product, and the output per unit of sea area will steadily rank first in the country.
