The Information Department of the Hong Kong Special Administrative Region Government said on the 31st that the Hong Kong Port Area of Huanggang Port was formally established at 00:00 on the same day, and the Hong Kong Special Administrative Region will be under the jurisdiction of the Hong Kong Special Administrative Region in accordance with local law. According to information, after the reconstruction of Huanggang Port in Shenzhen, the “one place, two inspections” arrangement will be implemented, making it the most important 24-hour passenger land port between Hong Kong and Shenzhen. The “Huanggang Port Hong Kong Port Area Regulations” came into effect on the 31st. The regulations provide a legal basis for the SAR government to establish the Hong Kong Port Area at Huanggang Port and implement jurisdiction in the Hong Kong Port Area in accordance with law. The HKSAR Government has also enacted six subsidiary legislations to facilitate the management of Hong Kong port areas as restricted areas, designated detention facilities, supporting arrangements for traffic and transportation management, and the provision of public mobile radio communication services. The six subsidiary legislations came into effect on the 31st at the same time as the regulations. The Secretary for Security of the Hong Kong Special Administrative Region Government, Tang Ping-keung, visited the Hong Kong port area at Huanggang Port on the 31st, listened to reports from various departments on facility preparations, and presided over an interdepartmental working group meeting to fully push forward all preparations before the opening of the port. A spokesman for the SAR government said that the SAR government will continue to maintain close cooperation with Shenzhen to promote system testing, operation and emergency drills in an orderly manner to ensure the improvement of port facilities and arrangements. After both parties confirm that the conditions for safe and smooth operation are in place, the Guangdong and Hong Kong governments will finalize the official opening date and announce it to the public in due course.
