In April of this year, the General Administration of Market Regulation investigated and dealt with the “Ghost Takeout” series of cases involving 7 e-commerce platforms, and fined a total of 3,597 billion yuan. This is the largest amount of fines issued to takeout platforms since the Food Safety Law came into effect. There were more than 67,000 cake “ghost stores” involved in this case alone. It can be said that “ghost takeout” has now become the biggest “cancer” in the online restaurant field, and it is also one of the most abhorrent problems of the public.

“Ghost Takeout” is essentially an unscrupulous operator with no qualifications and no fixed location. Through falsification of qualifications, application of permits, and fictitious addresses, etc., they disguise themselves as regular merchants to operate on takeout platforms. The reason why “ghost takeout” must go to great lengths to fake it is because they simply cannot see it — no legal qualifications, no compliant places, no qualified ingredients, and no basic bottom line. A netizen commented that after a hard day's work, it's really unbearable to order takeout when you get home!

The General Administration of Market Regulation has always maintained a “zero tolerance” attitude towards “ghost takeout”. Securing the red line of the bottom line of online catering and food safety is the most direct reflection of our talk about politics and establishing and implementing a correct view of political performance.

In order to further eradicate the breeding ground of “ghost takeout” at the source and prevent takeaway merchants from “bringing illness into the Internet,” the General Administration of Market Supervision has resolutely implemented the decisions and arrangements of the Party Central Committee and the State Council, and actively promoted the application and promotion of electronic certificates in the field of online catering and food safety management.

This work is not simply “technology grafting,” but rather a reshaping of the regulatory model. Specifically, three innovative transformations have been achieved.
