At the press conference held today, the China Council for the Promotion of Trade, on behalf of the Chinese business community, responded to the EU's speeding up the draft amendments to the Cybersecurity Law and the implementation of the EU's “Industrial Accelerator Act”. The draft amendments to the “Cybersecurity Law” intend to completely eliminate “high-risk supplier” related products and services in 18 key industries such as information and communication, energy, and transportation. The “Industrial Accelerator Act” proposes to set many restrictions on foreign companies investing in Europe and participating in public procurement. The Chinese business community is concerned about this, believing that the relevant practices clearly exceed the limits necessary to maintain security and conflict with WTO basic rules, international trade in services commitments, and investment protection rules. We call on the European side to fully listen to the opinions of the global business community in the subsequent legislative process and carefully evaluate the impact of the relevant laws on Sino-European business cooperation, the EU's own industrial development, and the stability of the global supply chain. Adhere to the principles of technological neutrality and performance orientation, remove or substantially revise country-specific and discriminatory rules and arrangements, and effectively safeguard the common rights and interests of Sino-European cooperation in the future. Chinese enterprises are important partners in Europe's digital transformation and industrial upgrading. The Chinese business community is willing to continue to strengthen cooperation with the European side to jointly promote cybersecurity governance and green economy development, maintain an open, fair and non-discriminatory market environment, and jointly ensure the stability and smooth flow of the global industrial chain supply chain.
