Recently, the State Administration of Taxation issued the first cross-border tax industry guideline “International Transport Tax-related Service Guidelines”, which provides a full chain, standardized, and implementable tax-related compliance reference for operators in the international shipping, aviation, land and other cross-border transportation industries, and the “Tax Road Connect” cross-border tax knowledge product system has been further expanded. The “Guidelines” are divided into “introduction” and “going out”, distinguishing between various modes of transportation, and systemically sorts out relevant tax-related matters in eight dimensions, including tax obligations, withholding obligations, taxable income, tax calculation, tax benefits, contractual treatment, tax processing procedures, and tax-related risk reminders around “whether to pay taxes, what taxes to pay, and how to pay taxes”. At the same time, by compiling and disclosing tax-related cases and interpreting the law, the tax risks of cross-border operations are intuitively indicated. The appendix also collects the full chain of tax-related policies, and summarizes the tax processing channel search links and other content covered by the guidelines.
