Hong Kong's five-year plan and the Chief Executive's 2026 Policy Address will be released later this year

The Zhitong Finance App learned that from July 28 to 30, Hong Kong Special Administrative Region Chief Executive Li Jiachao held a working lunch with the Chief Executive Advisory Group to listen to the opinions of the members of the Chief Executive Advisory Group on Hong Kong's first five-year plan (Hong Kong Five-Year Plan), the Chief Executive's 2026 “Policy Address”, and the overall development of Hong Kong. Li Jiachao said that in the face of intense competition in the external environment and the accelerated evolution of the scientific and technological revolution, Hong Kong must build on a long-term basis and make more systematic strategic plans for key development areas. I am leading the HKSAR Government in formulating Hong Kong's first five-year plan. The Hong Kong Five-Year Plan is in line with the “Policy Address”. The “Policy Address” will be an annual report on the implementation of Hong Kong's five-year plan.

The members of the Chief Executive Advisory Group said at the meeting that Hong Kong has the unique advantage of supporting the motherland and connecting the world under one country, two systems, giving full play to its position as an international center, actively building an international innovation and technology center and a highland gathering place for international high-end talents. They are confident that Hong Kong will continue to play a good role as a supervaluer and super contact person, achieve better development of itself, and better integrate and serve the overall development of the country.

The Chief Executive's Advisory Panel consults on Hong Kong's first five-year plan and the 2022 Policy Address

Chief Executive Lee Ka-chiu held a working lunch with the Chief Executive Advisory Panel this Monday for 3 consecutive days (July 28 to 30) to hear the views of the members of the Chief Executive Advisory Group on Hong Kong's first five-year plan (Hong Kong Five-Year Plan), the Chief Executive's “Policy Address” for 2022, and the overall development of Hong Kong.

Li Jiachao said, “I welcome two new members to the Chief Executive Advisory Group this year, including Dr. Sun Piaoyang, Chairman of Jiangsu Hengrui Pharmaceutical Co., Ltd., and Xu Tao, founder and CEO of Saifang Semiconductor Technology Co., Ltd., to attend a working lunch in Hong Kong. Hong Kong took the initiative to connect with the country's “15th Five-Year Plan”, and the Chief Executive Advisory Group held extensive discussions on three related topics:

(1) The high quality and sustainable development of Hong Kong's economy — including how to further consolidate and enhance its position as an international financial, shipping and trade center, and accelerate the construction of the northern metropolitan area to become a new engine for the development of new quality productivity, and continuously enhance Hong Kong's long-term competitiveness.

(2) Innovation and entrepreneurship — including how to accelerate the upgrading and transformation of traditional industries, develop and expand emerging industries, invest in nurturing future industries, comprehensively build Hong Kong into an international innovation and technology center, and create a highland for international high-end talents.

(3) Regional and global collaboration — including how to raise the level of regional cooperation, deepen the collaborative development of the Guangdong-Hong Kong-Macao Greater Bay Area, participate deeply in high-quality joint construction of the Belt and Road Initiative, and continue to expand international exchanges and cooperation to consolidate Hong Kong's role as an important window for the country to open up to the outside world at a high level.

Li Jiachao said that the members of the Chief Executive Advisory Group are leaders and outstanding leaders in their respective fields, and have rich international experience and forward-looking vision. He thanked all members for their insights and practical suggestions on Hong Kong's future economic and social development, providing important references to Hong Kong's five-year plan and “Policy Address”.

The three-day working lunch was presided over by the Chief Executive. The Chief Secretary for Administration, Mr Chan Kwok-ki, the Secretary for Justice, senior barrister Lam, the Acting Financial Secretary, Wong Wai-lun, the Secretary for Constitutional and Mainland Affairs, Tse Siu-wah, the Chief Executive's Office Director Yip Wenjuan, and the Chief Executive Policy Team Chairman Dr. Wong Yuen-shan attended the three working lunches respectively.

The Chief Executive Advisory Group was set up in 2023 to listen to opinions on Hong Kong's strategic developments to seize national and global development opportunities.
