The aim is to guide service providers to closely focus on the digital transformation needs of small and medium-sized enterprises, promote the adaptation of supply and demand for digital products and services, and accelerate the digital transformation of small and medium-sized enterprises. “Small, fast and accurate” means miniaturization, speed, weight reduction, and precision. The guidelines require adhering to demand guidance, being guided by the digital transformation needs of small and medium-sized enterprises, and closely following transformation pain points; encouraging local regions to refine cultivation standards according to local conditions and establish a classification and hierarchical cultivation system; strengthening policy coordination and resource coordination to accelerate the construction of a digital transformation service supply ecosystem for small and medium-sized enterprises with multiple participation and complementary advantages. The guidelines deploy a series of initiatives around miniaturization, speed, lightweighting, precision, digital intelligence, and common basic requirements, including building an industrial mechanism model or industry knowledge base for industry segments; product operation interfaces should be simple and easy to use, fully considering the cognitive habits of small and medium-sized enterprises; encouraging products to deeply integrate artificial intelligence technology; and putting an end to hidden charges and bundled sales. In terms of organization and implementation, the guidelines suggest that it is necessary to rely on carriers such as the national SME digital transformation service platform, local service platforms, promotion centers, etc., to build a “small, quick and easy” high-quality resource pool for digital products, promote cross-regional circulation and sharing of high-quality products, and reduce the risk of trial and error for small and medium-sized enterprises.
