Pinduoduo (PDD.US) “E-commerce Advances West” Activates Western Entrepreneurship Ecosystems, and “Digital Sky Road” Brings More Possibilities for Commercial Inclusion

China is vast, and there are about 690,000 administrative villages scattered between mountains, rivers, lakes, and the sea. In this era of burgeoning urbanization, how to enable people in remote villages to enjoy a convenient shopping experience has been a real problem spanning many years. The logistics network is not covered, and transportation costs are high, so “free shipping” was once limited to the imagination of the Eastern Plains.

Little by little, change is happening. Since 2022, Pinduoduo (PDD.US) pioneered a free transit shipping model, greatly reducing logistics costs. Merchants only need to send packages to transit warehouses and unify delivery from the platform to the west. This has enabled remote regions such as Inner Mongolia and Tibet to enter the “free shipping zone” for the first time. In September 2024, the “10 billion dollar reduction” plan went one step further, and the platform covered all logistics transit costs for the six regions including Tibet. The 2025 “100 billion support” plan continues to increase, with “e-commerce moving west” as a key project, gradually advancing the border of the free shipping zone westward, from reducing costs to improving the terminal network. This platform-led logistics revolution has not only reshaped the consumption landscape in the western region, but also enabled villages scattered across the plateau, Gobi, and deep mountains to cross geographical barriers and connect to the capillaries of modern commerce.

At the foot of Oka Rinpoqi, 4,600 meters above sea level, the entrepreneurial story of a post-90s Zhejiang girl is the most vivid footnote to this “digital sky road”. It also confirms a simple truth: once the infrastructure is ready, human creativity will naturally find a way to grow.

Pinduoduo supports Zhejiang women's entrepreneurial dreams on the 4,600-meter plateau

Jiang Yaying, born in Zhejiang, is a veteran outdoor mountaineering enthusiast. She has climbed many snowy mountains, such as Mount Yuzhu and Mount Nama, and dreams of climbing an 8,000-meter peak. The experience of transferring to Yamaoka Rinpochi twice between 2024 and 2025 made her decide to surprise her friends: stay in Baga Town, 4,600 meters above sea level, and set up a homestay. On October 2, 2025, the hotel was officially registered and established. From the first time I transferred to the mountain to becoming the owner of a homestay, it only took a year before and after.

However, the challenges of starting a business on the plateau far exceeded expectations; one of the difficulties was procurement. Hotel-specific absorbent mops, custom-made linens, stable quality disposable toiletries, atmospheric decorative lights... these products readily available on mainland e-commerce platforms are hard to find in Baga Town. “Local stores sell everything we use every day. For example, we can only buy the specific items we need in our homestay online,” Jiang Yaying said.

At a time when the logistics system is not perfect, the wait for online shopping is long. “You can receive it in as little as 7 days, and it may take as long as ten days or half a month.” In her hometown in Zhejiang, she is used to “order today and get it delivered the next day,” and she felt the lengthening of time for the first time at Oka Rinpoqi's feet.

However, the turning point came from a neighbor's recommendation. “Teacher Xiaobai, they told me that Pinduoduo can get free shipping here, so I tried to start using it.” This Zhejiang girl, who has lived in the mainland for more than 30 years and has never downloaded Pinduoduo, opened this app for the first time on a plateau 4,600 meters above sea level. And once it started, it never stopped. “I basically use Pinduoduo now.” When she said this, Jiang Yaying had a very natural tone. Just over a year ago, she was still a “Pinduoduo Xiaobai.” What makes a person with “zero knowledge” of Pinduoduo become a deep user in just a few months? The answer is simple: free shipping to Tibet.

“I've also tried the commonly used shopping software before, but Pinduoduo has a Tibet free shipping module, which is really more convenient.” she said. The word “convenient” weighs much more than in mainland China at an altitude of 4,600 meters above sea level. It not only means saving money, but also saving time and worry, and reducing the uncertainty of starting a business.

What is behind this convenience is Pinduoduo's continued investment since 2022. From 2022 to 2026, the platform will use continuous investment in real money to advance the border of the free shipping zone to the west step by step. Jiang Yaying still remembers that when she first arrived in Baga Town, picking up the courier was a “big project.” Couriers can only be delivered to an open air sorting station in Baga Town. The same person's courier will be packed in a marijuana bag and you will have to pick it up yourself. When there are lots of goods, I have to find a truck to bring them back. “Sack Pickup” became her deepest memory of those days. Today, the sack contains more than just stuff; it's also the real texture of starting a business on the plateau — rough, heavy, yet solid.

However, for Jiang Yaying, the pickup changes came faster than she had anticipated. “A few months ago, the Post Office also provided delivery vehicles for the courier boy, so now they can be delivered directly to the door of our address, so there's no need for us to pick them up anymore.” She said, “I think everyone is very satisfied with this level of convenience.”

The transformation of express delivery in Baga Town is a microcosm of this logistics revolution. There is a post office set up in 2009 here. Back 4 years ago, postmen had to travel 181 kilometers each day, and the average number of e-mails in the township was just over 70. Now, the number of packages entering Baga Town every day from the Pinduoduo platform alone has far exceeded this figure.

In just a few months, Jiang Yaying placed hundreds of orders with Pinduoduo. The most expensive one is a washing machine; the cheapest one is probably a few yuan. From hotel supplies such as linens, toiletries, cleaning tools, and decorative ornaments, to all kinds of daily necessities such as food, wear, and use, I buy them. Like a mobile department store, Pinduoduo followed in her footsteps and opened at the foot of Oka Rinpochi. In the past, people in the mainland thought “there is no free shipping in remote areas”, but now at an altitude of 4,600 meters above sea level, they enjoy the convenience of free shipping to the door.

How can the Plateau Logistics Revolution bring benefits?

After the homestay opened, Jiang Yaying's lifestyle was completely adjusted to “plateau time.” It gets dark late in Baga Town, and it only starts to darken from 9 to 10 p.m. She usually only sleeps at 1 or 2 a.m., and wakes up at around 10 a.m. — Many mountain hikers don't check in at the town until 11:00 p.m. “We need to ensure that they stay, and they don't have too serious plateau reactions before they can rest at ease.”

Stable logistics means that washing machines work properly, medicine and oxygen reserves are sufficient, and guests can have a warm room during the cold nights on the plateau. At 4,600 meters above sea level, this is a safe bottom line. “Once the logistics are clear, many things can be done easily.” Jiang Yaying said. The products on Pinduoduo are collected in transit warehouses through logistics routes, then traveled thousands of kilometers to reach this small village, entering homestays, local people, and everyday life in plateau villages.

The improvement of logistics networks has brought about two-way changes. Industrial products are moving west, and agricultural products are also being exported east. The sales volume of merchants in the western region on the Pinduoduo platform increased 58% year on year. Tibetan yak meat, Tibetan incense, and barley products are reaching the whole country through the same logistics network. Those sacks carry not only products, but also motivation to start a business. They are a shrinking distance between remote areas and modern life.

Jiang Yaying still remembers that when she first visited the mountain in 2024, she was carrying a suitcase full of jackets, hiking shoes, medicine, thermos cups, and even a few packs of favorite snacks. Like every visitor to Tibet, she brought everything she could think of, because she didn't know if she could buy it there, and she didn't know how expensive the shipping cost was. Now, she has settled down at Oka Rinpochi's feet. If you need anything, pull out your phone and the courier will be delivered to the homestay door in a few days — sometimes even at 12 o'clock in the middle of the night. From “carrying the whole family to Tibet” to “courier delivery to the doorstep”, this change took less than two years.

Behind this is the continuous cultivation of Pinduoduo's “e-commerce westward” strategy. Over the past four years, from “no free shipping” to “free shipping,” from “pick up” to “home delivery,” and from “a few products to choose from” to “you can buy anything,” the platform has used real money to advance the border of the free shipping zone step by step west, to Lhasa, to Ali, and to the foot of Oka Rinpoqi.

It is worth mentioning that Jiang Yaying's dream of mountaineering continues. When the homestay becomes more stable, she will continue to climb the 8,000-meter peak. Before that, she wanted to build a homestay first, so that more people who come to the mountains can stay more comfortably in Baga Town.

Courier trucks have entered the village, new life in sacks, and the border of the free shipping area is extending deep into the plateau. Those packages that came over the mountain already carried not only a washing machine or a few daily necessities, but the dream of a 36-year-old entrepreneur and the footsteps of a remote village integrated into the modern commercial cycle. From “carrying the whole family to Tibet” to “courier delivery to the doorstep”, this change only took a few years. The “digital sky road” that Pinduoduo built in four years changed far more than the logistics landscape — it gave a Zhejiang girl's entrepreneurial dream take root on a 4,600-meter plateau, and it also allowed residents in more remote areas to experience the temperature of modern commerce for the first time.

After four years of intensive cultivation, Pinduoduo used real money and continuous investment to advance the border of the free shipping zone step by step from the Eastern Plain to the hinterland of the Qinghai-Tibet Plateau. According to the data, the express delivery business volume in Tibet increased 79.8% year-on-year in 2023, the second highest growth rate in the country. Behind the macro numbers, small and micro entrepreneurs like Jiang Yaying have been given the opportunity to participate fairly in market competition due to good logistics access. When infrastructure is in place, human creativity will naturally find a way to grow — this “digital sky road” connects not only products and consumers, but also remote regions and the wider economic cycle. Zhitong Finance believes that for Pinduoduo, “e-commerce going west” has never been a short-term business account, but a strategic layout focusing on long-term value. It took four years to prove one thing: while business is advancing in depth, it can also be a force for narrowing the gap between urban and rural areas and activating marginal economies.
