Promote the implementation of scientific and technological innovation and policy instruments such as private enterprise bond risk sharing instruments and national financing guarantee funds in Shanghai, encourage financial institutions to create credit risk mitigation tools, form a collaborative credit enhancement system between the central government and the local authorities, and support the issuance of science and technology innovation bonds. Make good use of Shanghai's relevant interest rate discount policies and support more eligible enterprises to issue science and technology innovation bonds. Deepen innovation in science and technology innovation bond products, and support more technology companies to issue equity bond-related products such as science and innovation convertible bonds.
