The “15th Five-Year Plan” period is a critical period for basic socialist modernization, consolidating the foundation and comprehensive strength. China's development environment is facing profound and complex changes. The aging population and declining birthrate continue to deepen, the threat of multiple diseases is intertwined with diverse health influencing factors, and the health needs of people at many levels are growing. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, the State Administration of Traditional Chinese Medicine, together with the National Development and Reform Commission, jointly planned and promoted the “Plan”. The publication and implementation of the “Plan” is conducive to thoroughly implementing the spirit of General Secretary Xi Jinping's important instructions and the decisions and deployment requirements of the Party Central Committee and the State Council on the inheritance, innovation and development of traditional Chinese medicine, forming joint efforts among relevant departments, local party committees and governments to jointly promote the revitalization and development of traditional Chinese medicine, fully mobilizing local and social forces, implementing key tasks and major policy initiatives, and making the development results of traditional Chinese medicine better benefit the masses.
