From July 20 to 24, 2026, the first meeting of the UN Permanent Mechanism for Global Cybersecurity was held at the UN headquarters in New York. The Chinese delegation submitted the “China Position Paper on Global Network Governance in the Digital Era” to the Global Mechanism. Following cyber sovereignty, China has now proposed the important principle of digital sovereignty. It is China's latest move to implement global governance initiatives and promote the building of a community of destiny in cyberspace. The document emphasizes that in order to maintain peace and stability, countries should abide by the purposes and principles of the UN Charter in cyberspace; promote respect for digital sovereignty and promote inclusive development; countries have the right to independently choose the development path of digital intelligence technology including artificial intelligence based on national conditions, have the right to independently choose artificial intelligence technology, products and services, and should not be coerced to stand on the sidelines; reaffirm adherence to multilateralism, effectively address the risks posed by emerging technologies such as artificial intelligence to cybersecurity, and formulate new international cyber rules in line with the times. The head of the Chinese delegation and the Internet and Digital Affairs Coordinator of the Ministry of Foreign Affairs gave a comprehensive introduction to the Chinese position paper during the Global Mechanism meeting.
