The General Office of the People's Government of Hainan Province recently issued the “Fifteenth Five-Year Plan for the Development of the Service Industry in Hainan Province”, which proposes to innovate and develop low-altitude logistics. Support the development of “drones+life scenarios” delivery to serve the export needs of goods such as specialty aquatic products, tropical fruits, and time-efficient express delivery from Hainan. Relying on GM Airport, Macun Port, and Jinma Logistics Park, we explore the transportation of cargo electric vertical take-off and landing aircraft and heavy-duty drones across the sea to comprehensively improve logistics timeliness and serve the export of specialty products. Support cities and counties to comprehensively develop logistics scenarios such as drone takeout delivery, express delivery, and instant retail, based on industrial parks, business districts, and university towns.
