Recently, Niu Yibing, deputy director of the Central Internet Information Office and deputy director of the State Internet Information Office, attended the graduation ceremony of a Chinese Latin American cybersecurity seminar and a digital capacity building seminar for developing countries in Beijing and delivered a concluding speech. Niu Yibing said that China upholds the true concept of sincerity and the correct concept of righteousness, works with developing countries to promote traditional friendship and co-building partnerships, and actively defends the common rights and interests of the global South. In the face of major changes that have not occurred in the world in 100 years, President Xi Jinping's four major global initiatives have provided a systematic and complete framework for action to build a common destiny of mankind. We should adhere to sovereign equality, oppose cyber hegemony, and jointly establish a fair and just global governance order; adhere to the bottom line of security, prevent all kinds of risks, and jointly build a stable and orderly cyberspace environment; adhere to openness and inclusiveness, oppose decoupling and breaking the chain, and jointly build an inclusive and win-win digital development pattern. I hope all participants will be disseminators of Sino-foreign friendship, promoters of exchanges and cooperation in cyberspace, and practitioners of building a community of destiny in cyberspace, tell good stories of friendship between China and other countries, build more platforms for cooperation, and inject more impetus into the peaceful development of global cyberspace through practical actions.
