US Secretary of State Rubio said that the Brazilian government “did not engage in sincere negotiations with the United States.” Subsequently, the Brazilian government characterized the decision as unilateral, illegal, and arbitrary in a statement. Brazilian President Lula rejected this measure announced by the US side. Lula said that this unilateral measure “makes no sense” and that “Brazil does not recognize the legality of an investigation without multilateral trade rules.”
