According to the dispatch instructions of the Liaoning Provincial Flood Control and Drought Relief Headquarters, Dahuofang Reservoir plans to gradually increase river discharge flow at 9:00 on July 14. The maximum discharge flow rate will not exceed 1,000 cubic meters per second. After the water is released from Dahuofang Reservoir, several coastal cities will experience rising water along the river, and excessive flooding will occur in some sections of the river. At present, emergency reminders have been issued in many places reminding citizens to stay away from rivers. The cities of Shenyang, Fushun, Anshan, Liaoyang, Panjin, Yingkou, and Shenfu demonstration zones along the route have taken relevant precautions in advance. According to information, Dahuofang Reservoir has a total storage capacity of 2,268 billion cubic meters, making it the largest reservoir directly under the province in Liaoning Province. During this round of heavy rainfall, the outbound flow rate of Dahuofang has remained at 380 cubic meters per second, and the inbound flow has already exceeded 3,000 cubic meters per second. When the 2026 flood process occurred in the Hunhe River, Dahuofang Reservoir blocked floods with false peaks and reduced downstream river pressure. Currently, the water level of the Hunhe River has dropped, and the Dahuofang Reservoir is being flooded in an orderly manner.
