Recently, the General Office of the People's Government of Hainan Province issued the “15th Five-Year Plan” for the Hainan International Tourism Consumption Center, which systematically lays out the path and measures for the construction of the Hainan International Tourism Consumption Center in the next five years, and clearly proposes to build an influential international tourism consumption center by 2030. In terms of development goals, the “Plan” sets 16 expected indicators. Among them, it is planned that the province will receive 154 million domestic and foreign visitors by 2030, and the added value of tourism will increase to 9% of GDP; the amount of duty-free shopping on the outlying islands will exceed 50 billion yuan, with 3.5 million inbound visitors; and the competitiveness ranking of non-archipelagic island tourist destinations will jump from the current 7th place to 3rd place. The “Plan” proposes that during the “15th Five-Year Plan” period, Hainan will focus on building a leading international consumer fashion destination, a cultural and tourist destination with marine characteristics, a global tourism practice site linked between mountains and the sea, a host for unique functional tourism, and a place to experience tourism technology in depth. In the field of fashion consumption, promote the development of “regional first stores, industry first brands, brand premieres, and new product launches”; in terms of marine tourism, enrich cruise routes and products, accelerate the development of yacht tourism, and build a marine sports product system; in terms of global tourism, build a rainforest ecotourism circle and improve the layout of low-altitude tourism projects; and accelerate the promotion and application of aerospace, deep-sea, seed industry and digital technology in the tourism field. The “Plan” clearly strengthens the leading driving role of Haikou and Sanya. Haikou is deeply cultivating “tourism+performing arts”, building a duty-free shopping highland, and upgrading cultural tourism consumer products; Sanya has built a high-end international travel consumption carrier, continued to expand yacht travel routes and diversified consumer products, strengthen romantic marriage brands, and shape the international travel consumption environment. In addition, Hainan will cultivate six major tourism consumption clusters, including Danzhou Cultural, Sports and Entertainment Tourism Consumption Cluster, Qionghai Boao Lecheng International Medical Tourism Consumption Cluster Area, Lingshui Li'an International Education and Leisure Tourism Consumption Cluster Area, Wanning Sports Tourism Consumption Cluster Area, Wenchang Space Tourism Consumption Cluster Area, and Rainforest Ethnic Cultural Ecotourism Consumption Cluster Area to comprehensively enhance tourism consumption competitiveness.
