This morning, at the opening ceremony of the 18th Suzhou International Elite Entrepreneurship Week and the 3rd Suzhou International Science and Technology Innovation Conference, the construction of the key fulcrum of the Shanghai International Science and Technology Innovation Center in Suzhou was officially launched. Suzhou simultaneously released “Certain Measures on Suzhou Promoting the Integration of Shanghai-Soviet Talent Collaborative Development Services into the Construction of the Shanghai International Science and Technology Innovation Center”. The nine special measures announced this time focus on speeding up the construction of the same urbanized talent development ecosystem from four aspects. The first is to connect with the construction of a talent highland, actively accept the radiation-driven effects of Shanghai's high-level talent highland, establish a normalized communication mechanism, and coordinate solutions to key issues in talent flow, policy connection, and resource integration across regions. The second is to promote mutual recognition of talents. Suzhou directly recognizes professional and technical qualifications, continuing education credits, etc. assessed by relevant departments in Shanghai during talent certification and project application; implement a system of mutual recognition of work permits for foreigners to come to China; and explore cross-regional recommendation mechanisms for non-consensual talents. The third is to share talent service resources, work together to build a comprehensive Shanghai-Suzhou talent service system, and promote “one network access” and “cross-domain co-operation” of talent service matters. Fourth, collaborate to attract and use talents, and jointly organize activities such as entrepreneurship competitions, project negotiations, exchanges and matchmaking to encourage high-level talents to work in the two places using a project system or double employment system; promote leading enterprises from the two places to form innovative consortia across regions, operate the “100 Schools and 1000 Enterprises” alliance at a high level, and jointly organize the “Campus Suzhou Day” event with Shanghai universities to accurately match students for internships and employment.
