Guide manufacturing enterprises to set up industrial design departments and establish national, provincial and municipal industrial design centers to lead the increase in added value and brand influence of manufacturing products through design innovation. Encourage cities that are in a position to do so to plan and build industrial design parks and creative design spaces with distinctive characteristics, and promote the industrialization and clustering of industrial design. Improve the level of design services, make up for ecological shortcomings such as professional consulting, model proofing, and pilot services, and host industrial design competitions to promote design innovation, talent cultivation and transformation of achievements, and help the manufacturing industry “increase variety”, “improve quality” and “create brands”. By 2028, cultivate more than 200 people with professional titles in industrial design, and cultivate more than 25 industrial design centers at the provincial level and above.
