There are 11 implementation opinions. “Accurate scientific positioning” was put at the forefront. It focuses on focusing on resource endowments, industrial foundation, and scientific research conditions, adhering to agriculture, easy work and business, accurately identifying and positioning industries with unique advantages in the region, fully listening to opinions from professional consulting agencies, experts and scholars, industry associations and key enterprises, and scientifically formulating a catalogue of industries with special advantages to prevent breaking away from reality, and blindly chasing hot spots and repeated construction at a low level. In terms of enhancing innovation capabilities, enterprises are encouraged to increase investment in R&D, and enterprises in a position to do so are supported to establish R&D institutions at or above the provincial level. Support leading enterprises to take the lead in forming innovation consortia to carry out research on key core technologies. Actively lay out and build platforms for concept verification and pilot testing, increase the promotion and application of the first equipment, the first batch of new materials, the first software, and new technology and new products, and promote the transformation and application of scientific and technological achievements. In terms of accelerating the empowerment of digital intelligence, we will accelerate the intelligent transformation, digital transformation, and networked connectivity of enterprises, and cultivate basic, advanced, excellent, and pioneering smart factories.
