The Congolese government issued an announcement on December 31 saying that the security situation in the east of the country has continued to deteriorate recently, and armed clashes have continued, causing at least 1,500 deaths among civilians in South Kivu province. The announcement shows that armed clashes have continued to intensify recently in many parts of the eastern part of the country, and illegal armed forces have continued to expand their occupation. In South Kivu, the front is clearly moving southward and is moving along strategic routes in the direction of Tanganyika province. Since the beginning of December, related clashes in many parts of South Kivu have led to the displacement of more than 500,000 people and the deaths of at least 1,500 civilians. Since January 2025, the “M23 Movement” has continued to launch attacks in North Kivu and South Kivu provinces in the Democratic Republic of the Congo, seizing many important cities. After the “M23 Movement” occupied Bukavu, the capital of South Kivu province, in February, Uvira once assumed the function of the province's temporary administrative center. In October, the Congolese Government and the “M23 Movement” signed a cease-fire monitoring and verification mechanism agreement in Doha, the capital of Qatar. In November, the two sides signed a framework agreement in Doha, promising to establish mutual trust through dialogue, advance the stabilization process in stages, and resolve the root causes of the conflict. Despite increased international mediation efforts, the situation in eastern Congo recently became tense again.
