HKSAR Government: A deficit of HK$18 billion was recorded in the first eight months of this fiscal year

The Zhitong Finance App learned that on December 31, the Hong Kong Government announced the financial situation for the first eight months of this fiscal year (that is, as of November 30, 2025). Overall expenditure and revenue for the first eight months of this fiscal year were HK$496.6 billion and HK$371.9 billion, respectively. Taking into account the proceeds of the issuance of government bonds of HK$135.2 billion and the principal repayment of HK$28.5 billion on government bonds, a deficit of HK$18 billion was recorded in the first eight months of this fiscal year.

A spokesman for the Hong Kong government said that the deficit as of November was smaller than in October, mainly due to the fact that most of the main income, such as salaries tax and profits tax, was collected in the latter half of the fiscal year. The revised budget for this fiscal year will be announced at the same time as the 2026-27 Budget.

The financial reserve was HK$636.3 billion on November 30, 2025.
