According to the “Export Control Law of the People's Republic of China”, “Regulations of the People's Republic of China on Export Control of Dual-use Items”, Order No. 29 of 2005 of the Ministry of Commerce and the General Administration of Customs, the “Export Control List of Dual-use Items of the People's Republic of China” and the 2026 “Import and Export Tariff Rules of the People's Republic of China”, the Ministry of Commerce and the General Administration of Customs have adjusted the “Dual-use Items and Technology Import and Export License Management Catalogue”, and will now publish the adjusted “Dual-use Items and Technology Import and Export License Administration Catalogue”. In accordance with the relevant provisions of the “Regulations on the Safety and Protection of Radioactive Isotopes and Radiation Devices” and the “Administrative Measures on Import and Export Licenses for Dual-Use Items and Technology”, import operators apply for import licenses for dual-use items and technology at the Quota Licensing Administration Bureau of the Ministry of Commerce, and go through the import procedures with customs. This notice was officially implemented on January 1, 2026, and Notice No. 67 of 2024 of the Ministry of Commerce and the General Administration of Customs was abolished at the same time.
