Currently, a new round of technological revolution and industrial transformation is rapidly evolving, and digital education has become the wave of education development in the world today. China is an educational powerhouse, and it is even more important to build an educational power. General Secretary Xi Jinping pointed out that the digitization of education is an important breakthrough for China to open up a new track for education development and shape new advantages in education development. For the first time, the report of the 20th National Congress of the Party included the promotion of digitization of education in the report of the Party Congress, and proposed promoting the digitization of education and building a learning society and a large learning country where all people learn for life. The total number of users has exceeded 178 million, covering more than 200 countries and regions, with an average daily visit volume of 52 million, and total visits exceeding 72.6 billion. Supported by rich resources and tools, advanced and efficient teaching models such as flipped classrooms, exploratory learning, and project-based learning have been freed from the constraints of traditional conditions and can be implemented in all aspects, effectively supporting the overall improvement of teaching quality. The national platform has also set up more than 500,000 teacher teaching and research groups. More than 64 million teachers have used the platform to prepare and teach, and more than 90 million teachers have been trained through the platform, greatly improving teachers' digital literacy and professional ability.

The National Platform Public Service Hall brought together 51 government services in 8 categories, including employment, examinations, and study abroad, serving 140 million people. The platform provides various services such as student registration inquiries, certificate checks, academic degree certification, etc., and connects to 32 provincial government service platforms. Relying on the “one-stop acceptance and one-network access” method, service efficiency continues to improve, so that “data runs more and people run less errands”. The public's sense of attainment and satisfaction continues to increase. The Ministry of Education launched a national student financial aid management information system to provide one-stop government services such as financial aid policy inquiries and national scholarship certificate checks, making public services more convenient. Qinghai, Xining and other places have piloted compulsory education enrollment processing systems. Nearly 50% of enrolments have achieved “zero material” applications. The National Education Data Center is already interconnected with 32 provincial education departments and more than 1,000 colleges and universities, forming a central data sharing and exchange center in the field of education. We promote the quality and efficiency of the education business through digital empowerment. Taking education supervision work as an example, we are promoting the access of more than 1,300 colleges and universities to the National Education Big Data Center to dynamically carry out quality monitoring and early warning through various evaluation core monitoring indicators to accurately support the optimization of resource allocation. We promote more accurate education services through data sharing. Taking Wuhan University of Technology as an example, a “heart-warming operation” was carried out by connecting data from the Ministry of Education and three other ministries and commissions to construct a model for identifying and recommending students with financial difficulties, and a copy of the grant was “quietly” distributed to student accounts, so that the accuracy of the data was transformed into the temperature of education. The “White Paper on Smart Education in China” was released for the first time in the world, providing Chinese ideas and Chinese solutions for the development of global digital education. The international version of the China Smart Education Platform provides nearly 900 multi-lingual courses to the world. The “Digital Luban Workshop” serves 31 countries in Asia, Africa, Europe and the US, shares China's high-quality digital education resources with global learners, and builds a bridge for multicultural exchanges and mutual appreciation. The World Digital Education Alliance was established to attract 115 organizations from 43 countries and regions to join, establish the “Frontiers of Digital Education” journal, and publish the Global Digital Education Development Index. China became one of the leading countries of the United Nations Children's Fund's “Public Digital Learning Gateway Project”. The “National Smart Education Public Service Platform” project won the highest award for education informatization in the United Nations system. By organizing general education for the entire school sector and society, artificial intelligence will become a public course for teachers and students and a basic course for everyone. Minister Huai Jinpeng personally taught AI courses to principals and college counselors from all over the country, covering more than 400,000 people through a combination of online and offline methods. Relying on the national smart education public service platform, it has brought together more than 1,000 high-quality artificial intelligence courses in basic education, vocational education, higher education, and lifelong education to meet the learning needs of people in different school groups. University faculty and staff were organized to participate in online training to empower higher education talents with artificial intelligence, covering 500,000 teachers and students from more than 2,000 colleges and universities across the country. Many schools in many places have organized teacher training using relevant intelligent tools, which have been well received. Promote the intelligent transformation of the national platform, launch the “Nurture a Little Seedling” smart device, and assist primary and secondary school teachers and students to efficiently obtain platform resources. The Thinking and Politics Education Smart System has been launched, covering 7 major application scenarios, including new student enrollment and party group building, and has been promoted and tested in some colleges and universities. The “Science Exchange” agent was released on the scientific and technological achievements trading platform of Chinese universities to achieve intelligent sensing of enterprise needs and intelligent matching of transformation results. Launch a pilot AI education initiative, select 7 provinces in the eastern region, 20 prefectures and cities, and 18 universities in the central and western regions to promote artificial intelligence teaching applications, curriculum tool development, and security system construction in an integrated manner, and systematically promote artificial intelligence to transform student learning, teacher teaching, school governance, and scientific research. Set up 509 artificial intelligence education base schools across the country to test first, explore new ideas and practices in artificial intelligence education, and form excellent cases and advanced experiences that can be promoted. The education system throughout the province resolutely implemented the national education digitization strategy, used digitalization as an endogenous variable driving systemic changes in education, and closely connected with the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and major regional strategies such as the “100 Counties, Thousand Towns, and Ten Thousand Villages High Quality Development Project”. Over the past five years, the digitization of education has profoundly reshaped the education ecosystem in Guangdong, providing solid talent and intellectual support for regional economic and social development. It is mainly reflected in changes and results in three areas:

The first aspect is to focus on “expanding excellence and improving quality” to consolidate the foundation of educational equity with a new digital foundation.

Guangdong is using the pilot global application of the National Smart Education Public Service Platform as a starting point to systematically solve the problem of uneven education development.

The first is to establish a resource circulation system covering the entire region. We have built a smart education service system with five levels of “national, provincial, city, county, and school”, taking the lead in realizing the “four connections” of users, resources, applications, and data between provincial platforms and national platforms. The innovation brought 4,900 quality courses on the national platform to the TV screen, covering about 23 million families, so that teachers and students from remote areas and islands can break through internet restrictions, and can directly access famous teachers' classrooms at home through TV in the living room, unblock the “last mile” of access to quality education resources, and reach the whole province fairly.

In response to some shortcomings in eastern, western, and northern Guangdong, such as weak hardware, few high-quality resources, and insufficient digital literacy among teachers, the national platform has become a key support for improving the quality of teaching. The total number of visits to the Guangdong platform reached 8.581 billion, of which the eastern, western and northern regions of Guangdong accounted for more than 51%; teachers used teaching preparation tools reached 7.9 million, and teachers from the eastern, western and northern regions of Guangdong accounted for more than 76.44%. Access to resources is more balanced, and the national platform has become a “powerful tool” for daily teaching. Through applied training, double teacher classrooms, and communities of practice, etc., high-quality courses can be normalized to rural areas and weak schools. Guangdong is actively transforming the advantages of the artificial intelligence industry into innovative advantages in education and promoting the transformation of talent training models.

First, basic education enables innovation in learning methods. By pioneering the publication of the provincial artificial intelligence literacy framework and curriculum outline, the “AI Education 211” policy system was formed, application guidelines for global scenarios were formulated, and a provincial AI education zone was launched. At the same time, linking national platforms to promote the transformation of the learning model to “independent inquiry”, and some vivid teaching practices such as “exploratory learning” and “interdisciplinary projects” have emerged, effectively enhancing students' ability to think and practice innovatively.

Second, vocational education and higher education deepen the integration of obstetrics and education. Vocational education majors accurately connect with 20 strategic industrial clusters across the province. Virtual simulation and other technologies incorporate real production scenarios into teaching, and 13 national and 84 provincial virtual simulation training bases have been built. Relying on the “Tianji Project” to promote the cross-integration of “AI+ disciplines”, our higher education has built 8 national and 3 provincial research platforms, covering fields such as intelligent manufacturing, and has completed the transformation of about 150 artificial intelligence achievements, forming a healthy ecosystem of mutual promotion between industry, education and research, and effectively cultivating scarce talents in emerging industries.

Third, serving the whole nation for lifelong learning has achieved remarkable results. Through digital transformation and system construction, Guangdong has built a five-level lifelong education service network covering provinces, cities, counties, towns and villages. Through the implementation of qualification framework standards, certification, accumulation and conversion of various learning outcomes are promoted, and bridges are built for talent growth. At present, Credit Bank has integrated more than 8,000 online courses, covered 129 colleges and universities across the province, established 1.53 million lifelong learning accounts, and stored 14.6 million learning results. An intelligent learning environment where “everyone can learn, learn everywhere, and learn from time to time” was initially formed, which strongly supports the construction of a learning society.

First, establish a hierarchical classification AI talent training system to cultivate future innovative talents.

As early as 2019, the State Council approved Zhejiang University to establish the first interdisciplinary field of artificial intelligence in colleges and universities in the country to systematically establish an “artificial intelligence+” talent training system covering all stages of undergraduate, master's, and doctorate. The first is to actively lay out long-term training programs, successively build 11 comprehensive training programs, including Smart Ocean, establish new cutting-edge directions such as intelligent manufacturing, robotics, and smart optoelectronic chips, and actively apply to the Ministry of Education to add new majors related to digital empowerment such as intelligent engineering, creative design, and physical intelligence. I am honored to represent a rural school in Northwest China that has taken the digital “express train” in the year of the end of the “14th Five-Year Plan” to introduce our practical exploration of relying on the national smart education platform for primary and secondary schools to promote high-quality resource sharing, classroom quality improvement, and individualized teaching.

Our school currently has 36 classes and 1881 students. In the past, we faced the reality that there was a structural shortage of teachers and insufficient supply in some subjects; the teaching model was relatively solidified, high-quality resources for teaching and research were limited; and the evaluation method was single, making it difficult to support the differentiated development of students. Since the launch of the National Education Digitalization Strategy Campaign, schools have closely grasped the opportunity of promoting and applying the national platform, and have gradually formed a rural education reform path of sharing high-quality resources, innovating teaching models, and improving evaluation systems in accordance with the principles of application as the guide and use to promote reform. In the course preparation stage, pre-study tests and academic situation prediction are carried out, and diagnosis is carried out first and then design; for example, in language teaching, teachers first push guidance plans, publish preview tasks, collect students' knowledge and feedback data in real time, and design key teaching difficulties and interactive aspects in a targeted manner. In the teaching phase, explore the integration of multiple scenarios of “double teacher classrooms” and smart classrooms such as digital resources to create a new form of classroom with multiple interactions and immediate testing and evaluation. In recent years, we have actively accumulated 184 smart teaching and research demonstration cases. According to the Department of Education's unified assessment, the digital literacy excellence rate of our teachers increased from 40.4% to 94.1%.

Third, evaluate numerically and intelligently to promote the implementation and effectiveness of teaching according to ability.

Relying on the platform, the school focuses on comprehensive quality evaluation reform and establishes an intelligent evaluation system. First, it was clear “what to evaluate.” Relying on national standards, the evaluation idea of “integration of five education+science and innovation” was proposed, and a “six-dimensional, three-layer” framework was established, and refined into 174 observation points. Second, “how to evaluate” has been resolved. Using the “accompanying data collection+intelligent analysis” method, multi-dimensional data boards for grades, classes, and individuals are constructed to achieve fine-grained evaluation. Third, “how to use” has been implemented. Second, to ensure full staff coverage, we have incorporated the in-depth application of the national platform into the teachers' continuing education credit system and the compulsory content of school-based training, and organized more than 930,000 special application training sessions across the province; various cities will also carry out nearly 800 online and offline practical training sessions, with a total of more than 1.67 million trainings, promoting the transformation of platform usage from “use” to “good use”.

Third, we focus on practical empowerment and transformation of results. By holding digital teaching case presentations, we encourage teachers to creatively incorporate platform resources into daily teaching and promote the transformation of what they have learned into real classroom transformative power.

Third, in terms of institutional linkage, establish a systematic support network to narrow the “quality gap” in teaching quality.

First, the group established an integrated twinning support system, deeply integrated into the “100 Counties, Thousand Towns, and Ten Thousand Villages High Quality Development Project”, organized 155 high-quality high schools in the Pearl River Delta and 227 weak high schools in counties to establish twinning relationships, and also systematically built 550 digital literacy promotion practice communities and 215 urban and rural education communities to form a stable, multi-level counterpart support network.

The second is to promote deep linkage and regular support between teaching and research, issue guidelines for teaching and research help, and standardize the organization of “Entering East, West, and North Guangdong” teaching and research activities. More than 2,100 sessions have been carried out, driving famous provincial teachers and teachers and researchers to go deep into rural school classrooms to carry out model teaching and joint teaching and research, benefiting more than 1.2 million teachers.

The launch of the National Education Big Data Center marks a new stage of “overall management, orderly sharing, and deep empowerment” of education data resources. The first is to promote the scientificization of educational decision-making. Big data centers break down data silos, penetrate data links across departments, regions, and academic segments, achieve real-time dynamic monitoring of core indicators such as resource layout, teacher allocation, student development, and teaching quality, and promote the transformation of education governance from “experience-driven” to “data-driven”. The second is to deepen the reform of education and teaching evaluation. At the micro level, big data centers can conduct in-depth analysis of students' learning processes, ability tendencies and development needs, and provide support for teachers to implement differentiated teaching, personalized counseling, and value-added evaluations. The platform can provide computing power and size model support.
