The Ministry of Commerce issued the “Guidelines for Enterprises Fulfilling Social Responsibility Overseas”. The “Work Guidelines” guide enterprises to implement the concept of building a common destiny of mankind, implement global development initiatives, global security initiatives, global civilization initiatives, and global governance initiatives, promote high-quality joint construction of the Belt and Road Initiative, deepen international cooperation in the industrial chain supply chain, improve comprehensive overseas services, raise the level of sustainable development of overseas business, and help host country's economic and social development. The “Work Guidelines” consist of 7 chapters and 53 articles. The main elements include: First, encouraging enterprises to raise the level of international operation, fully integrating the fulfillment of social responsibilities into multinational management development strategies, major decisions and cultural construction, and raising awareness and ability to fulfill social responsibilities. Second, it advocates supporting host countries to enhance their economic development momentum in nine areas, including industrial development, infrastructure construction, supply of products and services, and scientific and technological innovation. The third is to promote 10 areas, including decentralized management, labor relations, community relations, cultural exchanges, and participation in public welfare undertakings, to support the improvement of the host people's livelihood and social harmony. Fourth, it advocates supporting environmental protection and green transformation in host countries in eight areas, including green investment, green production, green minerals, and green infrastructure. The fifth is to promote the healthy and sustainable development of the industry in 11 areas, including compliance management, quality management, business order, and production safety. The sixth is to promote enhancing the ability of enterprises to guarantee that they fulfill their social responsibilities in eight areas, including management structures, development strategies, management systems, and information disclosure.
